- All MWEOC staff have emergency assignments and are considered deployed in place. Exercises and activations are planned and unplanned, and may require long hours, nights, weekends and holidays. All MWEOC employees are: (1) required to use a government-issued electronic device (to include cellular phones); (2) subject to recall during emergency situations; and (3) required to perform work in locations both above and below ground. What will I do in this position if hired? In this position, you will serve as a Utility System Operator, responsible for monitoring, operating and maintaining site water and wastewater systems where water requires both non-filtration processes and in addition, filtration processes to change the taste, odor, physical, chemical, or bacteriological content of the water. Typical assignments include: Serving as a plant operator for efficient and continuous operation of all utility systems such as regularly scheduled checks of equipment to include meters, gauges, motors, pumps, feeders. Determining maintenance problems and initiates immediate corrective action (i.e., adjusting plant equipment for proper separation of settleable atter from liquid and process of non-settling solids). Maintaining accurate records of all phases of plant operations. Operating water treatment and sewage treatment facilities. Performing water treatment tests and measurements which require knowledge of various microbiological organisms. License Requirement: WG-9 Level: Candidates must currently possess and maintain a Virginia Class III Water Treatment License or a Virginia Class IV Wastewater Treatment License. If licensed in another State, the employee must obtain and maintain a Virginia License within one year of appointment. At the grade 9 the operator is considered "in training" for the specific systems at the facility and area for which they are not licensed. At the WG-10 Level: The operator must possess both a Virginia Class III Water Plant License and a Virginia Class IV Wastewater Plant License and work towards obtaining a Class II Water Plant License and a Class III Wastewater Plant License. At the WG-11 Level: The operator must possess both a Virgina Class II Water Plant License and a Virginia Class III Wastewater Plant License. Due to greater skill, knowledge, and responsibility these licenses are required. What else do I need to know? At FEMA, our mission is to help people before, during and after disasters, and every employee at FEMA has a role in emergency management. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
