Overview

We are seeking an experienced DevOps Manager to lead the design, delivery, and operation of a secure, sovereign cloud environment. This role is responsible for building and governing Terraform-driven Infrastructure as Code (IaC) using cloud-native services and open-source technologies, ensuring strong isolation, compliance, and security boundaries suitable for use by sovereign entities and regulated customers.

The ideal candidate blends hands-on technical depth with people leadership, understands secure-by-design cloud architectures, and can translate sovereignty, compliance, and risk requirements into scalable, automated platforms.


Key Responsibilities

Cloud Platform & Architecture

  • Own the end-to-end cloud platform supporting sovereign and regulated workloads across multiple hyperscaler (AWS, Azure, GCP, or sovereign variants) focused centers of excellence.
  • Design and enforce secure information boundaries, including:
    • Network segmentation and isolation
    • Identity, access, and privilege separation
    • Data residency and encryption controls
  • Partner with Security, Architecture, and Compliance teams to ensure platforms meet sovereignty, regulatory, and contractual requirements

Infrastructure as Code & Automation

  • Lead development and governance of Terraform-based IaC frameworks
  • Establish reusable modules, standards, and pipelines for:
    • Cloud-native services (compute, storage, networking, identity)
    • Security controls embedded into infrastructure
  • Drive automation for provisioning, configuration, drift detection, and lifecycle management

DevOps & Platform Operations

  • Build and manage CI/CD pipelines supporting infrastructure and application delivery
  • Ensure high availability, resilience, and performance of the cloud platform

Security & Compliance

  • Implement security-by-default practices across all environments
  • Ensure alignment with frameworks such as:
    • Zero Trust principles
    • NIST, ISO, SOC, or equivalent regulatory standards
  • Support audits and assessments by providing traceable, code-based controls and evidence

Open-Source & Cloud-Native Technologies

  • Leverage and govern open-source tools (e.g., Kubernetes, Helm, Argo, Vault, Open Policy Agent)
  • Balance innovation with stability, ensuring secure and supported implementations
  • Evaluate emerging technologies to improve security, efficiency, and automation

People Leadership

  • Lead, mentor, and grow a team of DevOps and Platform Engineers
  • Foster a culture of automation, accountability, and continuous improvement
  • Set clear priorities, roadmaps, and success metrics for the team

Required Qualifications

  • 10+ years of experience in DevOps, Cloud Engineering, or Platform Engineering
  • 4+ years of experience leading or managing technical teams
  • Deep hands-on experience with Terraform in production environments
  • Strong experience with at least one major cloud provider (AWS, Azure, GCP)
  • Proven experience designing secure, isolated, multi-tenant cloud environments
  • Strong understanding of cloud security fundamentals:
  • IAM, encryption, network security, secrets management
  • Experience with CI/CD systems and automation tooling

Preferred Qualifications

  • Experience supporting sovereign, government, or highly regulated environments
  • Kubernetes platform experience in security-sensitive contexts
  • Familiarity with policy-as-code and compliance-as-code approaches
  • Cloud security or DevOps certifications (e.g., AWS, Azure, CKA, Terraform Associate)
  • Experience collaborating with GRC, legal, and compliance stakeholders
