About the Role
The City of Bend is accepting applications for one (1) regular, full-time Senior Project Engineer or Project Engineer in the Private Development Engineering Division of the Community Development Department. This is an FLSA exempt (overtime ineligible), non-represented position. The City may use this job posting to create an eligibility list for future hiring purposes. Project Engineers and Senior Project Engineers guide projects constructing public infrastructure through the City permitting process from pre-application meeting through plan review and construction. Our team ensures that new City infrastructure is safe and installed according to our local standards to keep maintenance costs low. Engineers in Private Development Engineering will manage all scales of construction from sidewalk panel replacements to new roads and site plans associated with large apartment buildings, industrial and commercial sites, and major subdivisions. Bend is a state leader in housing production during a time of housing shortage, wildfire risk, drought, and rapid growth. Our work has a direct impact on our community and plays a crucial role in shaping Bend's future.

What You'll Do
The following duties are a sample of major duties performed in these roles and not intended to be an exhaustive list.
Project Engineer and Senior Project Engineer:
  • Review engineering plans and reports for compliance with Bend Standards and Specifications, Bend Municipal Code, and the Central Oregon Stormwater Manual
  • Work with private sector engineers, contractors, city maintenance staff, and city Inspectors to solve construction issues
  • Review transportation reports for new developments
  • Update City of Bend water and sewer models to account for the impact of new developments
  • Collaborate with the City Planning Division to write land use conditions that account for a development's impacts to the water, sewer, and transportation systems
Senior Project Engineer:
  • Assign new projects and manage the team's work queue
  • Develop and document new processes
  • Manage and mentor junior staff
  • Onboard new staff

Ideal Candidate
We're looking for someone who is detail oriented and thorough. The ideal candidate will exhibit a strategic approach to addressing complex situations and work well in a collaborative environment. They will bring a customer service mindset to their work ensuring customers feel heard. Ideal candidates will be motivated to find more efficient processes that improve the permitting experience and cross-departmental coordination. Highly qualified candidates will have experience preparing and/or reviewing engineering plans for civil construction. They will also have a Professional Engineering License in Civil Engineering. Ideal candidates for the Senior Project Engineer role will bring strong people management skills and the ability to lead and mentor staff.

Minimum Qualifications:
Senior Project Engineer:
  • Bachelor's degree (B.A./B.S.) from a four-year college or university in Civil Engineering; AND
  • 6 to 8 years' experience in a similar position and/or performing similar tasks; OR
  • An equivalent combination of education and experience sufficient to successfully perform the
    essential duties of the job.
Project Engineer:
  • Bachelor's degree (B.A./B.S.) from a four-year college or university in Civil Engineering; AND
  • 4 to 5 years' experience in a similar position and/or performing similar tasks; OR
  • An equivalent combination of education and experience sufficient to successfully perform the
    essential duties of the job.
Required Licenses & Certifications:
Senior Project Engineer and Project Engineer:
  • Certification as a Professional Engineer in the State of Oregon required or acquire within six months of appointment.
Desired (but not required) Attributes:
  • Experience working on civil construction sites
  • Experience writing stormwater reports and performing stormwater calculations
  • Experience with water or sewer modeling
