We have a current opening for a Project Management Office Manager(PMO) for our Dallas, TX office.

Role Summary

The Manager of PMO is a senior enterprise leader responsible for establishing, governing, and continuously maturing the Project Management Office across a growth-focused organization. Reporting to the CIO, this role ensures that all capital, technology, and enterprise initiatives and change management are delivered with rigor, transparency, and alignment to strategic business objectives.

The Manager of PMO shall drive standardized program and project delivery methodologies across enterprise operations, Technology, and partnering corporate functions, while enabling predictable execution of complex, multi-year programs involving operations, ERP + MRP platforms, construction technology, digital and business transformation initiatives.

Key Responsibilities:

PMO Strategy & Governance

  • Define and execute the enterprise PMO strategy aligned with growth, operational excellence, and digital transformation goals.
  • Establish project governance frameworks, stage-gate controls, and decision-right models across all major initiatives.
  • Ensure alignment between business strategy, capital planning, and project execution priorities.

Portfolio & Program Management

  • Own the enterprise project portfolio, including capital projects, business and construction technology initiatives, enterprise level implementations, and corporate programs.
  • Implement portfolio prioritization, capacity planning, and training and change management.
  • Provide executive-level visibility into project health, risks, dependencies, and financial performance.

Construction & Technology Integration

  • Partner closely with Construction Operations, Finance, and HR to ensure seamless coordination between execution and technology enablement.
  • Oversee delivery of large-scale construction-related systems (e.g., ERP + MRP, project controls, scheduling, cost management, field mobility tools).
  • Partner with the business to enable continuous improvement.

Financial & Risk Management

  • Establish standardized project financial controls, forecasting, and earned value management practices.
  • Proactively identify, escalate, and mitigate delivery risks across the portfolio.
  • Ensure projects are delivered within approved scope, schedule, and budget.

Leadership & Talent Development

  • Build, lead, and mentor a high-performing PMO organization, including program directors, project managers, and project controls professionals.
  • Define career paths, competency models, and training standards for project management across the enterprise.
  • Act as sponsor for key projects within the Technology Group.

Executive & Stakeholder Engagement

  • Serve as a trusted advisor to the C: suite and executive leadership team on execution strategy and delivery risk.
  • Facilitate executive steering committees and governance forums.
  • Communicate clearly and credibly with senior leaders, business unit heads, and external partners.

Business Relationship Management + Business Unit Leader Partnership

  • Partner with Finance, Legal, HR and other key corporate functions to facilitate strategic change and development on technology and processes.
  • Organize and lead enterprise commitments such as Disaster Recovery, Business Continuity and industry compliance such as NIST, ISO, CMMC and etc.
  • Lead yearly innovation planning with all business unit leaders.

Vendor Management

  • Partner with the business for vendor onboarding, offboarding, and ongoing management.
  • Create, manage, negotiate and enforce contractual agreements such as NDAs, MSAs, RFPs, SLAs to ensure best value and delivery for our organization.
  • Partner with Finance to manage CAPEX, OPEX, tax efficiencies and amortization.

PMO & People Development

  • Promote PMO and partner with other areas in the company to develop PMO champions.
  • Create, deploy and manage PMO documents and best practices.
  • Seek opportunities to partner with construction operations to strategically improve project management in all areas of the business.

Requirements

Required

  • Bachelor’s degree in information systems, Business, or a related field.
  • 10+ years of progressive experience in project, program, and portfolio management within construction, engineering, or capital-intensive industries.
  • 10+ years leading enterprise PMOs or large-scale programs.
  • Demonstrated success delivering complex, multi-million-dollar technology initiatives.
  • Deep understanding of corporate technology operations, project controls, and capital project delivery.

Preferred

  • Master’s degree (MBA, or equivalent).
  • PMP, PgMP, PMI-SP, or similar certifications.
  • Experience reporting into or partnering closely with technology executives (CIO/CTO).
  • Background in implementation of ERP within construction or manufacturing environments.
