Short Description: The Government of the District of Columbia, Client is seeking a PeopleSoft recruit Subject Matter Expert IT Consultant to implement significant improvements to improve the applicant and HR staff user experience.

RESPONSIBILITIES
• The following responsibilities ensure that the recruit Subject Matter Expert will be able to bridge the gap between The District's current PeopleSoft implementation and the desired future state, while supporting ongoing system efficiency and user adoption:
• Work closely with the DC Department of Human Resources (DCHR) and other District Agencies in meeting their screening process requirements of external and internal applicants.
• Perform a detailed fit-gap analysis to identify discrepancies between the district's current PeopleSoft 9.2 Talent Acquisition Manager and Candidate Gateway configuration and the desired features defined by stakeholders.
• Gather, analyze, and document both functional and technical requirements based on stakeholder needs, ensuring alignment with PeopleSoft's existing capabilities.
• Act as the primary liaison between DCHR and client technical teams to ensure clear understanding of requirements, timelines, and priorities for the talent acquisition system.
• Provide subject matter expertise on PeopleSoft Talent Acquisition Manager (TAM) and Candidate Gateway (CG) best practices to optimize recruitment workflows, improve candidate experience, and enhance HR efficiency while aligning to established and approved District policies, procedures, statutes or other requirements.
• Configure and customize TAM and Candidate Gateway modules to meet the specific needs identified in the fit-gap analysis, while adhering to PeopleSoft best practices.
• Design and execute unit, system, and user acceptance testing (UAT) and independent Software Quality Assurance testing (SQA) plans to ensure new configurations and customizations align with the district's business requirements.
• Conduct training sessions and provide documentation to DCHR users, recruiters, and other stakeholders to ensure efficient use of new PeopleSoft features and customizations.
• Diagnose and resolve issues within the PeopleSoft TAM and Candidate Gateway modules, ensuring minimal disruption to recruitment operations.
• Analyze new features released in PeopleSoft Update Manager (PUM) updates and advise on their applicability to the district's recruitment needs, implementing enhancements were beneficial.
• Develop and maintain detailed documentation for any customizations, configurations, or changes made to the PeopleSoft Talent Acquisition and Candidate Gateway modules, ensuring continuity for future updates.
Minimum Education/Certification Requirements:
Bachelor's degree in IT or related field or equivalent experience

• 6 years of Software Development Lifecycle experience. Required 6 Years
