Job description

Job Title:Change Management Communications Consultant
Duration: 6-7 months (Contract W2)
Location: Remote

Our client is seeking an experienced Communications Consultant to provide strategic communications support for the implementation and launch of theirnew public-facing online platform that will replace the agency's legacy system.

The selected consultant will collaborate closely with client's leadership team, project teams, and communications staff to develop and execute communication strategies that promote public awareness, stakeholder engagement, and user readiness throughout the transition to the new system.

Key Responsibilities

  • Develop and implement strategic communication plans supporting therollout.
  • Evaluate and enhance existing communication strategies and outreach efforts.
  • Advise project leadership on messaging, communication timing, and stakeholder engagement approaches.
  • Translate complex technical project information into clear, concise, and user-friendly communications.
  • Create communication materials that prepare customers, partners, Tribal governments, agencies, and other stakeholders for upcoming system changes and implementation milestones.
  • Support change-management communications and adoption initiatives.
  • Participate in project meetings and provide recommendations to improve communication effectiveness and stakeholder outreach.

  • Frequently Asked Questions (FAQs)
  • Email campaigns and customer notifications
  • Stakeholder outreach materials
  • Presentations and briefing documents
  • Talking points for leadership and project teams
  • Stakeholder engagement and readiness resources

Required Skills & Experience

  • Proven experience developing and executing strategic communication plans for large-scale initiatives, technology implementations, or public-sector projects.
  • Strong ability to communicate complex technical information to non-technical audiences.
  • Experience supporting organizational change management and stakeholder engagement efforts.
  • Excellent writing, editing, and content development skills.
  • Ability to collaborate effectively with executive leadership, project teams, and diverse stakeholder groups.
  • Experience creating public-facing communication materials across multiple channels.

Preferred Qualifications

  • Experience supporting enterprise software, digital transformation, or system implementation projects.
  • Experience working with state or local government agencies.
  • Familiarity with accessibility requirements and inclusive communication practices.
  • Experience engaging with Tribal governments, community organizations, and external stakeholders.

Additional Information

  • All deliverables must comply with Oregon Department of State Lands branding guidelines and accessibility standards.
  • Work will be performed according to a mutually agreed-upon project schedule and milestones.
  • Experience working with government agencies, public-sector organizations, Tribal governments, or large stakeholder groups is highly preferred.
