Duties / Responsibilities:
  • Design, develop, and maintain complex enterprise databases, data lakes, and data warehouses.
  • Design complex database architecture, including data modeling, database schema design, and database security.
  • Design, develop and implement plans for migrating data.
  • Support implementation of data-centric, integrated software, hardware, cloud, and mobile solutions to meet system requirements.
  • Provide database maintenance and operations recommendations for implementing complex web applications, data-sharing initiatives, reports, and dashboards.
  • Review and provide expert support for database integrations to ensure operational and security compliance.
  • Determine usage details and perform supporting tasks for implementing optimizations and cost-reduction strategies for database infrastructure, batches, and product deployments.
  • Collaborate and consult with applications, infrastructure, and system operations teams to help automate the end-to-end operations of applications and systems in AWS Cloud.
  • Develop standards and data scripts to monitor and alert various cloud-based systems and applications to help ensure Service Level Agreements and other performance metrics are met.
  • Design, develop, and support Extract Transform and Load (ETL) processes to extract data from various sources, transform it to meet the needs of the organization, and load complex data elements into multiple databases, data lakes, and data warehouses.
  • Monitor database performance, troubleshoot errors, and debug.
  • Perform tasks in implementing complex data strategies, system development processes, architectural planning, system integration testing, operations, and implementation.
  • Administer HBX databases, including monitoring, backup and recovery, and database security, and optimize the database performance, including identifying and resolving performance issues and ensuring that the database meets performance requirements.
  • Perform tasks ensuring data quality and governance, including creating data validation rules, data quality checks, and metadata management and understanding the unique data requirements and challenges of the health insurance marketplace.
  • Provide innovative ideas for data extraction, data sharing, and data development approaches, and support database and application integration efforts.
  • Provide data-related support for all system testing efforts, including unit testing, load testing, end-to-end testing, validation testing, and user acceptance testing.
  • Perform PostgreSQL Server database administration, manage role-based (RBAC) user and system accounts, patch Management, and maintain Replication and Disaster Recovery (DR) Environments.
  • Perform Database migration for PostgreSQL and Mongo DB databases between various environments, including data centers and cloud environments such as Amazon Web Services (AWS). Monitor all production database activity for operational improvements, including CPU, Disk and memory, and space utilization.
  • Evaluate and Perform security hardening on PostgreSQL and MongoDB databases, including configurations related to access control, authorizations, OS(Linux) Configuration parameters, and file system encryption.
  • Evaluate Security infractions and overall performance of databases to develop and implement corrective measures for database issues/problems found during monitoring. Analyze performance issues in the application and database tiers.
  • Perform disaster recovery principles and practices, including planning and testing backup and restore. Perform hands-on maintenance activities such as vacuum, and full vacuum, and Analyze the PostgreSQL Database.
  • Perform database server maintenance, including upgrades of the PostgreSQL Database and storage management of PostgreSQL and MongoDB.
  • Perform Installation and maintenance of MongoDB database for high availability.
  • Develop SQL queries for optimal performance on PostgreSQL, create and manage indices and develop No SQL queries on MongoDB and create and manage indices.
  • Actively participate in the deployment playbook development, sequencing and executing batches, and monitoring system health activities.
  • Work collaboratively with developers and other database team members to define, build consensus around, and implement enterprise systems and application architectures to ensure performance, scalability, maintainability, extensibility, and application integration with external systems.
  • Work closely with cross-functional teams, including developers, data analysts, and business stakeholders, to ensure that the database environment meets the needs of the business, and supports the long-term IT strategy.
  • Adhere to all security, change control, and MHBE Project Management Office (PMO) policies, processes, and methodologies.
Qualifications:
  • A minimum of six (6) years of experience designing databases, queries, reports, and/or providing solutions for large-scale enterprise database requirements.
  • A minimum of four (4) years of experience in a complex environment building complex data extractions, queries, or databases utilizing PostgreSQL, Informatica, and MongoDB.
  • A minimum of four (4) years of experience with tools such as Bamboo, Jenkins, Maven, Bitbucket, Jira, GIT, etc.
  • A minimum of four (4) years of experience in document management systems.
  • A minimum of four (4) years of experience with supporting applications in a Cloud infrastructure on AWS (Amazon Web Services) and computing AMI virtual machines on Elastic Compute Cloud (EC2), continuous integration (CI), and Continuous deployment (CD) processes.
  • A minimum of four (4) years of experience monitoring production database activities and batch jobs for operational improvements.
  • A minimum of two (2) years of experience in large-volume database migration efforts.
  • A minimum of four (4) years of experience in PostgreSQL Server database administration, patch management, maintenance, and/or writing complex SQL codes, stored procedures, and performing data extractions.
  • A minimum of four (4) years of hands-on experience with performing database maintenance activities in production and/or lower environments.
  • Experience with supporting installation and maintenance of databases for high availability.
  • Strong understanding of database architecture and design, including normalization, indexing, partitioning, and replication.
  • Experience managing and optimizing large databases, including performance tuning and capacity planning.
  • Experience in data modeling, ETL processes, and data warehousing.
  • Experience in SQL complex queries and batch performance optimizations.
  • A minimum of five (5) years of experience as a database expert or equivalent designing, developing, performing data extractions, developing reports, and/or supporting federal or state-based marketplace systems or complex health and human services systems or applications.
  • A minimum of five (5) years of experience with processing EDI transaction sets such as 834, 820, 999, etc.
  • A minimum of four (4) years of experience working with 270/271 Health Care Eligibility Benefit Inquiry and Response transactions.
  • A minimum of four (4) years of experience working with complex databases, systems, and applications hosted on Amazon Web Services (AWS).
  • A minimum of four (4) years of experience in developing and implementing best practices, data fixes for database issues, and problems found during performance tuning of PostgreSQL DB and MongoDB.
  • Experience with or strong knowledge of disaster recovery principles and practices, including planning and validating backup and restoring database backups in production and lower environments.
  • A minimum of five (5) years of experience with Integrated Eligibility, Affordable Care Act, or similar large Health and Human Service enterprise level Applications.
  • Strong knowledge of Corticon implementations catering to complex business rules.
  • Experience optimizing large databases, including performance tuning through complex SQL queries and capacity planning.
  • Experience in data modeling, ETL processes, and EDI transaction sets. Hands-on experience with PostgreSQL, MongoDB, and SQL complex queries designing, developing, and maintaining large-scale databases, developing complex reports or data extractions.
  • Experience with NoSQL database or equivalent, as well as experience in analytics tools such as Tableau, QlikSense, or Power BI.
  • Familiarity with the operations of a Health Insurance Exchange (HIX) marketplace, including knowledge of healthcare policies, benefits packages, plan design, eligibility, and enrollment processes and understanding the unique data requirements and challenges of this industry.
  • Experience working closely with business stakeholders and other data professionals to establish governance policies and procedures, monitor compliance, and implement data quality checks and controls.
  • Experience in developing and maintaining a data dictionary or metadata repository and data governance program to align with best practices and regulatory requirements.
  • Experience working with the Project Management Office (PMO) processes, policies, and procedures.
