JOB TITLE: Compliance Clerk
DEPARTMENT: Legal & Compliance
REPORTS TO: Senior Director of Compliance
JOB FUNCTION:
TheComplianceClerksupports enterprise-wide regulatorycomplianceand audit readiness functions, with particular emphasis on Federal Transit Administration (FTA) reporting, civil rights submissions, and federal program oversight requirements. This position coordinates and monitors mandatory reporting obligations, conducts initial quality-control reviews of submissions prior to executive approval, and ensures conformity with applicable federal, state, and local regulatory standards.
TheComplianceClerkplays a critical role in promoting data integrity, regulatory accuracy, and audit preparedness by maintainingcompliancetracking systems, supporting external reporting processes, and ensuring adherence to the organization's Data Verification Policy, which requires responsible officials to attest to the accuracy and completeness of reports prior to submission. This position exercises independent review responsibilities but does not make finalcompliancedeterminations.
ESSENTIAL DUTIES AND RESPONSIBLILITIES:
  • Conduct the department's initial review of all mandatory regulatory submissions to assess completeness, internal consistency, supporting documentation, and conformity with governing regulations and internal policies.
  • Maintain and monitor the enterprisecompliancecalendar, including FTA Triennial Review items, Title VI Program submissions, ADA reporting, EEO filings, DBE reporting, and other federal and state oversight requirements.
  • Identify discrepancies, missing documentation, or policy misalignment and coordinate corrective revisions with responsible departments prior to executive review.
  • Ensure all required executive attestations are secured in accordance with the CEO-mandated Data Verification Policy prior to submission.
  • Maintain documentation confirming submission, acknowledgment, and regulatory correspondence.
  • Supportcompliancetracking related to FTA Master Agreement requirements and associated federal award obligations.
  • Assist with preparation and organization of documentation for FTA Triennial Reviews, Financial Management Oversight reviews, Procurement System Reviews (as applicable), and other federal audits.
  • Maintain structured documentation repositories aligned to oversight review areas to support audit readiness.
  • Support development and maintenance ofcompliancedashboards and internal monitoring tools.
  • Managecompliancetracking databases and reporting systems to ensure accurate deadline management and record retention.
  • Maintain version control and audit trails for regulatory submissions and supporting documentation.
  • Coordinate with departmental liaisons to ensure timely and accurate reporting inputs.
  • Facilitate structured communication betweenCompliance, executive leadership, and operational departments regarding regulatory requirements.
  • Support distribution ofcomplianceguidance, reporting templates, and procedural updates.
  • Assist in responding to routine regulatory information requests.
OTHER DUTIES AND RESPONSIBILITIES:
  • Provide radio communication management and training, evaluate staff, using active listening skills and exercising good judgment.
  • Be an independent thinker and solve complex problems by using deductive and inductive reasoning and critical thinking.
  • Understand and adhere to the established policies, rules, regulations.
  • Coordinate and initiate actions necessary to implement decisions.

  • Must understand, interpret, and implement the collective bargaining agreement and work collaboratively in a union environment with a proven record to maintain partnerships in a Union environment.
MINIMUM QUALIFICATIONS:
Education: Associate degree in public administration, business, legal studies, accounting, or a related field preferred.
Other:
  • Transit regulatory compliance experience strongly preferred.
  • Experience supporting FTA reporting, civil rights programs (Title VI, ADA, EEO), DBE reporting, or federal grant compliance is highly desirable.
  • Relevant transit regulatory or federal program compliance experience may be considered in lieu of formal academic qualifications.
  • Working knowledge of 'FTA oversight frameworks, including Triennial Review and federal grant compliance principles.
  • Strong analytical and quality-control review skills.
  • High attention to detail with demonstrated ability to identify inconsistencies in data and documentation.
  • Ability to manage multiple regulatory deadlines concurrently.
  • Proficiency in compliance tracking systems and Microsoft Office applications.
  • Ability to handle sensitive regulatory information with discretion.
  • Strong written and verbal communication skills.
  • Ability to work cross-functionally with operational and executive leadership.
  • Must be willing to comply with the Company's Drug and Alcohol Policy.
Environment:
  • Frequent walking and standing will be required as well as sitting for periods of time plus bending, stooping, crouching, kneeling, pushing, and pulling depending on the work to be accomplished.
  • Most work will be performed in inside working conditions but should be able to tolerate changes in building environments such as with or without air conditioning or heating and be able to tolerate moderate noise levels in some buildings. For field work, must be able to withstand exposure to weather, dust, engine fumes and tolerate noise levels ranging from moderate to noisy.
  • May be required to lift, push, or move up to 25 lbs. Will need to be able to reach with hands and arms and finger, handle or feel.
  • Must be able to climb on a ladder or other equipment up to heights as high as the roof of a bus.
  • The job requires normal visual acuity (close, distance and color vision as well as peripheral vision, depth perception and ability to adjust focus).
  • Must have the use of sensory skills (talk and hear) to effectively communicate and interact with other employees and the public using telephone, personal contact, or written means of communication.
  • Physical capability to use and operate office related equipment such as, but not limited to, computers, calculator, copier, and fax machine.
  • The noise level in the work environment varies from moderate to noisy.
