Job description

Citi's Data Program Management Office (PMO) team is hiring a Program Management Senior Lead (C14) to drive the delivery of large-scale data transformation programs within the Enterprise Data Office. In this role, you will lead end-to-end program management across a portfolio of data integration initiatives, working at the intersection of technology, operations, and senior business leadership.

This is a senior leadership opportunity for a seasoned professional who will also serve as a subject matter expert (SME), providing critical guidance on data governance standards, procedures, and the successful completion of data-centric use cases aligned to enterprise policy. You will bring structure, rigor, and delivery momentum to a complex, high-priority transformation agenda.

Responsibilities:

  • Lead the planning, coordination, and day-to-day delivery of a portfolio of data integration programs, ensuring alignment with the Enterprise Data Office's transformation objectives while providing expert guidance on data governance best practices.
  • Serve as a subject matter expert on enterprise data governance policies and standards, advising cross-functional teams to ensure the successful and compliant completion of data initiatives and use cases.
  • Drive the identification, remediation, and resolution of complex data quality issues, ensuring alignment with regulatory expectations (e.g., Consent Orders) and enterprise data standards.
  • Partner with senior stakeholders across the Enterprise Data Office, Technology, Risk, Compliance, and business functions to define program scope, secure funding, and act as a key advisor on the implementation of data governance controls like Data Lineage, Authoritative Data Source designation, and Data Quality Rules.
  • Facilitate cross-functional governance and senior-level discussions, resolving competing priorities and driving decisions that keep programs on track.
  • Establish and maintain robust program governance frameworks, including program charters, benefits management plans, stakeholder engagement plans, and centralized risk and issue logs.
  • Direct clear and consistent communication of program status, risks, and key decisions to senior management and stakeholders across the Enterprise Data Office hierarchy.
  • Lead, develop, and evaluate program team members, providing direction on workload allocation and contributing to performance and talent decisions across the function.

Required Qualifications & Skills:

  • 10+ years of experience in program management, with demonstrated delivery of complex, multi-workstream programs in a data, technology, or transformation-focused environment.
  • Deep expertise in enterprise data management principles, data integration patterns, and data governance frameworks, with hands-on experience implementing solutions.
  • Proven ability to act as a subject matter expert, translating complex data governance policies and regulatory requirements into actionable guidance for project teams.
  • Experience with the end-to-end lifecycle of key Management and Regulatory reports and a strong understanding of the associated data quality challenges.
  • Ability to influence and negotiate with senior stakeholders across technology, operations, and business functions, building trusted relationships at all levels of seniority.
  • Strong critical thinking and structured problem-solving skills, with a track record of resolving issues that span multiple teams, functions, or organizational boundaries.
  • Confidence managing program risk within a regulated financial services environment, applying sound judgement to protect delivery outcomes and organizational integrity.
  • Bachelor's degree or equivalent professional experience.

Beneficial Skills & Qualifications:

  • Master's degree in a relevant field such as Business Administration, Data Management, or Information Systems.
  • Experience managing programs within a global financial services institution or similarly complex, regulated environment.
  • Exposure to COO-aligned functions or operating within a Chief Data Office or Enterprise Data Office structure.
