Job description

Role: Program Manager – Data Governance
Location: Minneapolis, MN (Hybrid)
Experience: 15+ years

What We Need

We are looking for a Program Manager with strong Data Governance experience who can manage a large enterprise data governance program, coordinate multiple teams, track program activities, and work with business and technical stakeholders.
 
Key Responsibilities
Program Management
  • Manage the overall Data Governance program plan and roadmap.
  • Maintain the Jira project board, milestones, risks, and blockers.
  • Track progress and provide weekly updates to leadership.
  • Prepare monthly KPI/scorecard reports and presentations.
  • Organize Data Governance Council meetings, agendas, presentations, and action items.
  • Manage program communications, workshops, onboarding, and training schedules.
Data Domain Onboarding
  • Lead the onboarding of new data domains from start to finish.
  • Help identify and onboard Data Owners and Data Stewards.
  • Conduct data governance workshops and training.
  • Create a repeatable Data Domain Onboarding Playbook.
  • Track Data Owner and Steward onboarding progress.
  • Manage data issue tracking and escalation through Jira.
Data Policies & Governance
  • Create and maintain data governance policies and standards.
  • Maintain the policy register, versions, reviews, and renewals.
  • Work with Information Security on data classification and access governance.
  • Create governance playbooks for each data domain.
  • Define roles, responsibilities, data quality standards, glossary scope, and AI data governance processes.
Alation / Data Catalog Governance
  • Work with technical teams to configure and manage governance workflows in Alation.
  • Manage Business Glossary processes, including term creation, approval, and publishing.
  • Track data catalog coverage and identify gaps.
  • Ensure data issues are assigned and resolved by the appropriate Data Steward or DPO.
  • Support AI Data Governance, including model documentation, data lineage, and governance checklists.
 
Required Skills
  • 15+ years overall experience.
  • 7+ years of Data Management, Data Governance, or Enterprise Program Management experience.
  • Data Governance experience is mandatory.
  • Strong Healthcare / Health Plan / Payer experience.
  • Experience managing governance programs across multiple business domains.
  • CDMP certification required at hire, or commitment to obtain it within 12 months.
  • Strong knowledge of DAMA DMBOK2.
  • Hands-on experience with an Enterprise Data Catalog:
    • Alation
    • Collibra
    • Informatica Axon
    • Atlan
  • Strong experience writing data policies, governance documentation, and executive presentations.
  • Experience conducting workshops with both business and technical teams.
  • Strong stakeholder and program management skills.
 
Preferred Skills
  • Healthcare payer experience with HEDIS, Stars, Medicare Advantage, HIPAA.
  • Jira experience for Data Governance workflows.
  • Great Expectations or similar Data Quality tools.
  • Databricks Unity Catalog or similar data access governance platform.
  • CDMP Practitioner or Master-level certification.
