Job description

Overview
Planned Systems International (PSI) is an enterprise IT services company that designs, builds, secures, and operates software solutions that support mission success and operational excellence across Federal Government organizations. PSI is seeking an AMOC Engineering and Integration Manager to provide full-time, on-site leadership supporting the CBP Air and Marine Operations Center.
This role is responsible for overseeing the integration, engineering, and modernization of C4I systems, ensuring seamless interoperability across AMOSS, ISR, and telecommunications environments while aligning system enhancements, upgrades, and operational capabilities with mission priorities and performance requirements.
Essential Functions and Job Responsibilities
  • Lead engineering and integration activities across AMOSS, ISR, and telecommunications systems
  • Oversee system integration efforts to ensure interoperability across C4I platforms and environments
  • Manage engineering teams responsible for system upgrades, enhancements, and modernization initiatives
  • Coordinate integration of new technologies, sensors, and communications capabilities into existing infrastructure
  • Ensure system configurations, baselines, and changes are properly managed and documented
  • Provide technical direction for troubleshooting complex system integration issues
  • Support planning and execution of technology refresh and capability expansion efforts
  • Collaborate with Government stakeholders to align engineering priorities with mission needs
  • Ensure compliance with configuration management, security, and quality assurance requirements
  • Support testing, validation, and deployment of integrated system capabilities
  • Coordinate across operations, maintenance, and engineering teams to ensure seamless system performance

Minimum Requirements
  • Bachelor's degree in Engineering, Computer Science, Information Technology, or related field; experience may substitute
  • Experience supporting maintenance and sustainment of C4I, AMOSS, or ISR systems in operational environments
  • Experience troubleshooting complex system issues across hardware, software, and network components
  • Experience working with mission equipment, maintenance tools, and COTS systems
  • Experience using diagnostic and test equipment to identify and resolve system faults
  • Demonstrated understanding of operational requirements and ability to apply technical procedures in mission environments
  • 10+ years:
    • Managing and directing advanced C4I engineering and integration activities across the team
    • Evaluating, analyzing, redesigning, and enhancing C4I user interfaces using C, C++, GTK, and Google Protocol Buffers
    • Evaluating, analyzing, designing, redesigning, and enhancing C4I and sensor-based air and maritime data systems using C and C++
    • Overseeing and validating system wiring diagrams and data flow technical documentation
    • Overseeing and supporting updates to maintenance manuals and other contract-required documentation
    • Leading the development and sustainment of C4I ancillary systems
    • Demonstrating supervisory and management experience in engineering, communications, and/or computer-related fields

Physical Demands
  • Ability to work in operational environments supporting technical systems
  • May require standing, walking, and limited lifting of equipment
  • Ability to travel and deploy to operational locations as required

Additional Information
  • Travel is required to support mission operations, system maintenance, and engineering activities across CBP operational locations. Personnel will deploy to sites including CAMOC in Aguadilla, Puerto Rico, and other CONUS and OCONUS locations to perform installation, troubleshooting, integration, and sustainment of C4I, AMOSS, ISR, and telecommunications systems. Travel may be scheduled or occur on short notice in response to mission priorities or system outages. Duration may range from short-term temporary duty to extended support periods based on operational needs. All travel will be Government-directed and reimbursed in accordance with applicable Federal Travel Regulations and contract provisions.
