At the Center for Health Information and Analysis (CHIA), we provide the factual foundation for data-driven health care policy and decision-making in Massachusetts. As an independent state agency, CHIA is trusted by policymakers, health care leaders, and researchers to produce objective, transparent analysis that improves the quality, affordability, and equity of care.
We serve as stewards of Massachusetts health data, employing comprehensive datasets and advanced analytics to promote transparency in the health care system and support evidence-based policymaking.

CHIA seeks a highly organized, hands-on technical leader to serve in the Data Services organization as the Data Integration Manager. This is a Player-Coach role reporting directly to the Associate Director of Master Data Management.
The Data Integration Manager is responsible for managing a team of 5-6 data engineers while actively participating in development work. You will oversee our ETL processes, design and write ETL code as needed, and manage the team to build scalable data solutions within our Talend and Snowflake environments. The ideal candidate is someone who wants to maintain their technical depth and balance some amount of hands-on work while providing technical guidance so that team members are supported in their professional growth and projects are delivered successfully.
This role is a key member of the Data Services team, helping to advance agency priorities, strengthen our operational execution, and supporting the organization's enterprise data platforms and analytics capabilities.
Key Responsibilities

  • Maintain your technical acuity by actively designing and developing code in our Talend (Qlik) data integration and management platform against a Snowflake cloud data platform while providing direction to the team.
  • Lead, mentor, and develop a team of 5-6 data engineers and integration developers.
  • Conduct regular one-on-one meetings, performance reviews, and career development discussions.
  • Establish clear goals, expectations, and accountability measures for team members.
  • Foster a culture of collaboration, continuous learning, innovation, and customer service.
  • Balance team workloads and priorities to ensure sustainable delivery and operational support.
  • Identify skill gaps and create development plans to strengthen team capabilities.
  • Support employee engagement and inclusivity initiatives and promote a positive team culture.

Delivery & Project Leadership
  • Lead the execution of data integration, platform enhancement, and modernization initiatives.
  • Partner with Associate Director to coordinate project activities across technical teams, business stakeholders, and vendors.
  • Manage project priorities, resource allocation, timelines, and risks, ensuring that commitments are realistic, understood, and consistently met.
  • Communicate clear status updates to leadership and stakeholders while driving continuous improvement in delivery and operational processes.

  • Qualifications

Required
  • Bachelor's degree in Computer Science, Information Technology, or Data Science.
  • Five (5) or more years of progressive experience in data engineering, data integration, analytics platforms, or related technical disciplines.
  • Two or more years of direct people leadership experience.
  • Familiarity with cloud-based data platforms and modern data engineering concepts.
  • Experience supporting enterprise data integration, ETL/ELT, or data warehouse environments.
  • Demonstrated success leading technical teams in a complex enterprise environment.
  • Experience managing technical projects and cross-functional initiatives.
  • Effective communication, coaching, and stakeholder management skills.

Preferred
  • Experience with Qlik Talend, IBM DataStage, Snowflake, or similar enterprise data platforms.
  • Three years' experience working for a health data organization.
  • Knowledge of HIPAA, healthcare data governance, and compliance requirements.
  • Experience with Agile methodologies and project management practices.

Total Compensation:
We value the talent and expertise you bring to this role and offer a competitive salary range of $115,000-$130,000. Salary will be commensurate with experience. CHIA may adjust the title, responsibilities, and salary based on the experience and expertise of the individual selected.
