POSITION PURPOSE:
Manages all functions of the Center for International Enrollment (CIE) including, communication with designees in each school, conducting family's interviews, evaluation of educational records, supporting the home language survey process and managing data related to these functions.
MINIMUM QUALIFICATIONS:
  • Extensive knowledge of state and federal regulations and school laws and policies related to enrollment in public schools;
  • Extensive knowledge and understanding of current principles and practices of evaluating international education records;
  • Considerable knowledge of PowerSchool and EL headcount;
  • Considerable knowledge of Microsoft Office, specifically Microsoft Word, Excel, and Power Point; Google Apps;
  • Demonstrated leadership and team building skills;
  • Effective time management skills;
  • Ability to compile and analyze data to improve CIE processes;
  • Ability to assess program needs and develop short-term and long-term goals and plans;
  • Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;
  • Ability to establish and maintain effective working relationships with school system staff, students, parents, external agencies, and the public.

EDUCATION, TRAINING, AND EXPERIENCE
  • Bachelor's degree in education;
  • Five years of experience working in North Carolina public schools;
  • Experience monitoring district data pertaining to English Learner Progress (ELP) and former EL students (MFEL).

CERTIFICATION AND LICENSE REQUIREMENTS
  • Must hold or be eligible for a North Carolina Professional Educator's License for School Administrator-Principal or Curriculum Instructional Specialist.

PREFERRED QUALIFICATIONS:
  • Experience teaching English as a Second Language.
  • Experience working with international students in public schools;
  • Proficiency in a language other than English.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Manages all CIE functions; analyzes data to improve CIE processes.
  2. Supervises the effective use of data management tools to capture essential information related to the home language survey process, identification of EL students, testing requests from schools, and quality of customer service to families and schools,
  3. Collaborates with other Wake County Public School System (WCPSS) departments to ensure CIE practices, processes and goals are aligned with the district.
  4. Collaborates with CIE contacts in schools to identify all students with a home language other than English.
  5. Facilitates the home language survey process, EL identification, and data entry of pre-enrolled students in preparation for the upcoming school year.
  6. Oversees, trains, and supervises CIE staff, including all WIDA Screener test administrators, and contractors.
  7. Collaborates with school personnel, interdepartmental representatives, and community groups regarding program initiatives, implementation, and evaluation.
  8. Performs other related duties, as assigned.

WORK ENVIRONMENT/PHYSICAL REQUIREMENTS
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff, staff members of external funding agencies, and the community. Work is considered light physical work, requiring the exertion of up to ten pounds of force.
