Position Overview

The Illinois Department of Public Health is seeking a highly motivated, detailed-oriented individual to serve as staff assistant, performs a variety of responsible functions pertaining to Licensure and Certification programs. Actively participates in the planning, development and implementation of policies and procedures as related to data entry for the Licensure and Certification programs. Makes professional determinations upon the accuracy and clarity of survey records in both the state and federal databases for complaints, annual surveys, revisits, bed changes for Medicare and Medicaid beds.  Serve as a working supervisor.

Essential Functions
  • As staff assistant, actively participates in the planning, development and implementation of policies and procedures as related to Licensure and Certification programs.
  • Interprets federal database policy and procedures for data entry compliance relative to timeliness and accuracy.
  • Researches, prepares and generates correspondence, statistical and annual reports and legal documents from the federal and state database systems and computerized transmission of web-based data as requested.
  • Serve as working supervisor.
  • Trains staff in the evaluation, prioritization, processing and generation of documents received from licensure and certification staff to ensure accuracy and timeliness.
  • Responsible for reviewing and submitting travel vouchers in new travel voucher program.
  • Provides technical office support functions.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above. 
Minimum Qualifications
  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in public or business administration.
  • Requires one (1) year of professional experience in a public or private organization, or completion of an agency-approved professional management training program. 
Preferred Qualifications
  • Two (2) years of work experience in Microsoft Word, processing, and spreadsheet applications (i.e., Microsoft Word, Microsoft Outlook, Excel, PowerPoint, Smartsheet).
  • Two (2) years of experience with personnel processes and preparing personnel documents.
  • Two (2) years of experience preparing correspondence in a professional manner consistent with applicable policies and procedures.
  • One (1) year of experience with office practices, procedures, and programs.
  • One (1) year of experience preparing complex written and oral reports. 
Conditions of Employment
  • Requires ability to travel in the performance of duties.
  • Requires appropriate, valid driver's license.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
