Job description

GovCIO is currently hiring for a Project Manager - Data Analytics Lead to support the Department of Veterans Affairs Military to Civilian Readiness (M2CR) Transition Assistance Program (TAP). The selected candidate will provide contracted support for TAP program data collection, analysis, reporting, performance measurement, and executive-level deliverables that help VA assess and improve transition assistance for Service members, Veterans, families, caregivers, survivors, and other eligible participants.
The Project Manager - Data Analytics Lead will be a hands-on analytics leader responsible for managing data-driven projects, coordinating with program operations and curriculum stakeholders, and translating complex program information into clear reports, dashboards, briefings, metrics, and recommendations. This role requires strong client-service skills, problem solving, rapid response to data calls, and the ability to operate in a dynamic Federal environment with evolving priorities.
This position may include remote/offsite support, periodic support at VBA Central Office in Washington, DC or other VA facilities, and coordination with personnel supporting TAP operations worldwide.
Please note: The contract has not been awarded; this position remains unfunded and is contingent upon the award of the contract.
Responsibilities
Creates and manages data analytics project plans for contract deliverables. Coordinates with the Program Manager, TAP Operations, curriculum/training teams, Benefits Advisor leadership, subcontractors, Government stakeholders, and other partners to collect, validate, analyze, report, and present program data. Reviews project status, schedules, risks, quality, and client-satisfaction goals; identifies data gaps and develops solutions that support performance improvement and strategic decision-making.
  • Lead TAP data analytics activities in accordance with approved project plans, quality controls, and Government direction.
  • Manage government program data collection, modeling, analysis, product generation, reporting, and documentation deliverables supporting M2CR and TAP.
  • Develop, implement, evaluate, and update a performance analysis framework to measure and improve TAP components, VA goals, and program outcomes.
  • Use VBA, GIS, VA, DoW, DOL, interagency, survey, interview, focus group, and other approved data sources to identify gaps, emerging needs, and improvement opportunities.
  • Prepare monthly and ad hoc program execution performance metrics, data analysis reports, data mapping reports, dashboards, executive-level briefings, and documentation deliverables.
  • Conduct or oversee gap analyses, SWOT analyses, data synthesis, interpretation of findings, and actionable recommendations for continuous improvement.
  • Support recurring and short-notice Government data calls by rapidly understanding requirements, coordinating with the appropriate team members, and producing accurate, usable outputs.
  • Partner with program administration and knowledge management personnel to ensure data collection, processing, reporting, version control, and communication workflows support TAP operations.
  • Monitor data quality, reporting timelines, dependencies, risks, issues, and corrective actions affecting analytics deliverables.
  • Participate in recurring program meetings, including weekly status briefs, TAP operations briefs, Quarterly Program Reviews, special focus meetings, and ad hoc data/reporting discussions.
  • Promote plain-language, 508-compliant, accurate, professional, and executive-ready reporting across analytics products and deliverables.
  • Serve as an escalation point for analytics questions and provide same-day acknowledgement of Government requests during regular duty hours.

Qualifications
Required Skills and Experience
  • Bachelor's degree in Data Analytics, Statistics, Computer Science, or commensurate experience.
  • 8+ years of relevant project management experience
  • 5 years of experience supporting similar initiatives within the Federal Government or Department of War
  • Proven experience managing government program data collection, modeling, analysis, and product generation
  • Experience preparing executive-level reports, briefings, dashboards, metrics, and documentation deliverables
  • Experience developing performance analysis frameworks, program metrics, data mapping products, and recurring management reports.
  • Ability to analyze, synthesize, and interpret complex program data from multiple sources and translate findings into clear recommendations.
  • Excellent verbal communication, oral presentation, analytical, and written communication skills.
  • Must be proficient with office automation tools and software used to support VA and program reporting requirements.
  • Must be able to identify and mitigate risks, manage dependencies, meet deadlines, and support rapid-turnaround data requests.

Preferred Skills and Experience
  • Experience supporting VA, TAP, Veterans benefits, military transition, workforce readiness, or interagency Federal programs.
  • Experience with dashboarding, business intelligence, survey analysis, program evaluation, and performance improvement methods.
  • Experience supporting geographically dispersed operations, large-scale service delivery programs, or national-scope Federal contracts.
  • Project Management Professional (PMP), analytics, data visualization, business intelligence, or program evaluation certification.
  • Federal Government contracting experience.
