Job description

The Housing Data Analyst works within the Research, Data, and Systems (RDS) division within Wake County's Department of Housing Affordability and Community Revitalization (HACR). This role contributes to the Department's mission by analyzing, validating and reporting on housing and homelessness data used to inform programs, services and policy decisions across the housing continuum.

HACR is hiring two Housing Data Analysts, each with a distinct programmatic focus:

  • Housing Development & Land Use
  • Homelessness Response & System Performance

While both positions share core analytical responsibilities and standards, each will partner closely with different program teams and subject matter experts to deliver data-driven insights tailored to their focus area.

The Data Analyst works with housing program staff, technical partners and community stakeholders to translate complex data into clear, actionable insights. This includes developing reports, dashboards and visualizations; supporting performance monitoring and regulatory reporting; and helping ensure data quality across housing-related systems such as HMIS, GIS platforms and other program databases. The position operates independently on assigned projects while adhering to established analytics standards, data quality practices and governance guidelines.

Key Responsibilities:

  • Create and publish reports, Power BI dashboards and visualizations for housing programs and partners
  • Design and maintain interactive Power BI dashboards to streamline housing processes
  • Analyze housing and homelessness data (HMIS and GIS) to identify trends and gaps
  • Support program evaluation through data cleaning, validation and integration
  • Prepare, validate and document data for HUD, ESG, HOME and other grant reporting
  • Monitor data quality and promote consistent data collection across housing systems
  • Translate program and landlord engagement reporting needs into analytical solutions
  • Maintain documentation for data sources, reports, dashboards and workflows
  • Collaborate with IT, vendors and internal partners to resolve data/reporting issues
  • Participate in training and knowledge sharing to support consistent data use
