Job description

We are seeking experienced Budget / Acquisition / Financial Analysts to support acquisition, financial management, cost estimation, and program management activities within a federal environment. The ideal candidates will provide acquisition consulting, budget tracking, financial analysis, data management, and reporting support to ensure successful program execution and compliance with federal acquisition regulations and policies.

Key ResponsibilitiesAcquisition Support
  • Support acquisition program management activities and provide consulting and analytical support for federal programs and projects.
  • Assist Program and Project Managers with acquisition planning, procurement timelines, milestone tracking, and performance management.
  • Support preparation and development of acquisition documentation, acquisition plans, and program-related deliverables.
  • Provide assessments and recommendations throughout the acquisition lifecycle.
Requirements Documentation
  • Develop Statements of Work (SOWs), Statements of Objectives (SOOs), Performance Work Statements (PWSs), and other acquisition-related documentation.
  • Ensure all acquisition documentation complies with USACE, FAA, GSA, CBP, HSAR, FAR, and applicable federal regulations and policies.
  • Coordinate with stakeholders to gather requirements and prepare procurement-ready documentation for Government review and submission.
Market Research & Analysis
  • Conduct market research and support the preparation of Determination of Findings and Analysis of Alternatives (AoA) documentation.
  • Research and evaluate a minimum of three vendors capable of meeting program requirements.
  • Analyze vendor capabilities, pricing structures, and industry trends to support acquisition decisions.
Cost Estimation & Financial Analysis
  • Assist with the development of Independent Government Cost Estimates (IGCEs) and lifecycle cost estimates.
  • Conduct research, comparative analysis, and pricing evaluations to support realistic program cost projections.
  • Develop cost estimating templates, methodologies, and documentation standards.
  • Track cost estimates versus actual costs and recommend mitigation strategies for variances.
  • Provide cost estimation training and promote best practices across the PMO.
Funding Management & Budget Support
  • Manage, track, and report project funding, budgets, obligations, and expenditures.
  • Submit Purchase Requisition Requests (PRRs) and track financial actions within SAP Business Warehouse (BW) or replacement systems.
  • Coordinate with servicing agency partners regarding available, expensed, and obligated funding.
  • Maintain accurate project cost tracking within FITT, IBM TRIRIGA, or successor systems.
  • Provide monthly budget and financial reporting to Government stakeholders.
Data & Work Management Support
  • Support data tracking, reporting, and quality control activities within FITT, TRIRIGA, WMS, and related Government systems.
  • Ensure timely and accurate data entry, maintenance, and reporting.
  • Develop quality control processes to improve data integrity and reporting accuracy.
  • Prepare reports, summaries, and analytical findings based on Work Management System (WMS) data.
Required Qualifications
  • Bachelor's Degree required.
  • Minimum of five (5) or more years of experience in budget analysis, acquisition support, financial analysis, or related federal program support activities.
  • Knowledge of federal acquisition regulations, procurement processes, and financial management practices.
  • Experience supporting acquisition documentation, market research, cost estimation, and budget tracking.
  • Strong analytical, organizational, and problem-solving skills.
  • Ability to manage multiple projects and deadlines in a fast-paced environment.
  • Strong verbal and written communication skills.
  • Proficiency with Microsoft Office Suite and federal financial/data management systems.
Clearance
  • CBP BI Clearance preferred.
Pay: $86,000/yr - $120,000/yr
