Job description

  • Directs assigned mental healthcare-related project(s) that covers all phases of project management and whose primary stakeholders are ODRC executives and the Bureau of Behavioral Health Services
  • Focuses on strategic planning of federal/state mental healthcare-related mandated projects
  • Coordinates projects with other services, write, implement and monitor policy and ensure compliance
  • Ensures policy, procedures, directives and objectives are in line with mission and goals of agency and/or federal/state legislation Interpret federal and state laws and regulations to ensure compliance
  • Develop and/or directs development and implementation of planning document(s) (e.g., resources, specific assignments) Serve as agency representative for projects in public forums (e.g., focus groups, other state agencies, county agencies, media, federal government, legislature)
  • Make project presentations to organizations, executive management and political organizations and individuals to educate/market benefits
  • Attend meetings, training, conferences and/or workshops on related topics
  • May serve on committees
  • Perform other duties as assigned
  • Supervise/direct assigned professional, technical and/or administrative/clerical staff.
  • Must conduct themselves professionally, and in a law-abiding manner, at all times and in accordance with the Ohio Department of Rehabilitation & Correction Standards of Employee Conduct.
  • Under the direction of the state chief psychiatrist, will spend time in each of the DRC institutional mental health care areas to provide scheduled routine inmate patient care, as well as emergency mental health care.
  • Examine, diagnose, and treat patients within scope of CNP/DNP practice, as deemed identified by the State of Ohio.
  • Monitor progress of and intervenes in the course of chronic illnesses using DRC policies/protocols for guidance
  • Facilitates with the institutional psychiatrist(s), mental health nurse practitioners and other administrators and clinical staff, the completion of mental health re-class and requests for non-formulary medications as necessary
  • Write up mental health information gathered during patient interviews according to DRC BOBHS guidelines/policies/protocols and ACA standards currently in place
  • Documenting all assessments and diagnostic impressions, as well as any treatment plans and follow-up parameters
  • Cooperates with state chief psychiatrist and mental health quality oversight and accepts constructive suggestions/redirection/guidance within the administrative portion of the job
  • The nurse practitioner will, under direction of the state chief psychiatrist, provide clinical oversight of institutional mental health services.
  • Make regular visits to DRC institutions, providing clinical supervision to institutional CNPs/PAs/administrators/mental health care staff; monitors and evaluates the delivery of mental health services and support actions to improve those services as necessary; assists state chief psychiatrist with the evaluation of requests for movement of mental health inmates to ensure placement at appropriate level of care, resource management and utilization and non-formulary drugs and other administrative duties
  • Provide direct clinical services on-site and/or via tele-med as needed to cover unexpected short-term emergency clinical needs Participate/conduct investigations of mental healthcare related incidents and provides recommendations to managing officers of agency.
  • Implements quality initiatives and coordinates related projects Render decisions when interrelated projects require direction Coordinates multitude of tasks or subprojects
  • Determine if changes need to be made for optimum service delivery
  • Interview stakeholders to determine needs and expectations and maintain regular contact with stakeholders to market products or services and obtain feedback
  • Manage and negotiate change (e.g., cost, assignments, objectives) within project
  • Determine need for division of given project into subprojects, distribution of work for subprojects (e.g., outside source), and oversee activities conducted within each subproject.
  • Define project requirements, quality standards and timelines Determine and evaluate risks that may affect project
  • Defines specific activities to be performed to produce project deliverables
  • Evaluate deliverables and ensure project is ready to move on to its next phase
  • Address any problems found in testing/piloting
  • Ensure scheduled time frames are met

  • Determine and allocate resources and assist in budget planning Determine and evaluate testing and/or pilot program and/or project
  • Oversees implementation schedule ,manage and process (e.g., selects appropriate processes, coordinates review proposals, conducts bidder conferences, directs evaluation of bid/proposals, recommends bid/proposal selection, represents agency/project to controlling board, executes valid contract, and manages request for proposal, quote and information and invitation to bid) procurement document

Valid license as Registered Nurse; completion of advanced level practice nurse program for Clinical Nurse Specialist or Certified Nurse Practitioner & certified by Ohio Board of Nursing for advanced practice with valid certificate of authority & certificate to prescribe in accordance with ORC 4723; 5 years' experience in planning, administering & compliance with health care program(s).
-Or 5 years' experience as Correctional/Nurse Practitioner, 65651/65652.
-Or equivalent of Minimum Class Qualifications for Employment noted above may be substituted for the experience required, but not for the mandated licensure.
