Position summary 

The Program Manager shall be a single point of contact that shall report directly to customer leadership, task lead(s), system product owners, and function as primary authoritative manager overseeing a team of approximately 45 - 50 employees. The Program Manager will oversee all aspects of the project, analyze new and complex project-related problems and create innovative solutions that normally involve the schedule, technology, methodology, tools, solution components, and financial management of the project. In addition, you shall provide applications systems analysis and long and short-range plans for application selection, systems development, systems maintenance, and production activities for necessary support resources. The Program Manager shall be able to apply best-practices and prior experience to lead a dynamic team of technologists and industry professionals, which may include independent subcontractors and consultants.  You will manage performance, quality, and scheduling logistics of multiple, concurrent projects and deliverable tasks.  This position shall oversee program / project planning, value extensive experience with project planning, project management/reporting, financial and risk management.  

What will you do in this role? 

In anticipation of a contract award, Tantus, a Sikich Subsidiary, is seeking a highly skilled is seeking a highly skilled and experienced Program Manager to lead a dynamic team of technology professionals facilitate and enhance the HHS CMS OIT’s capacity to plan, oversee and deliver mission-critical Information Technology (IT) and business initiatives while strengthening strategic IT capacities/initiatives, organizational communications, change management, and operational effectiveness.  In this role you will work directly with customer leadership, stakeholders, contract officer(s) and representatives playing an instrumental role in achieving OIT’s main objective to develop and coordinate comprehensive plans and technical approaches for solving IT problems throughout CMS while facilitating/coordinating the developed solutions with CMS and external partners. This includes developing plans that supporting CMS in IT Strategy, Program/Project Management support for Medicare Payment System Modernization (MPSM), Shared Services support and other initiatives , CIO Objectives and Key Results (OKR) Performance Meetings Support, Communications Strategy, Organizational Change Management, IT Governance and IT Investments.   

You will be responsible for directing a team consisting of approximately 50 full-time employees each possessing variable levels of capabilities, experience, and collaborative duties.  The team shall include up to seven Task Leads each serving as the most senior practitioner within their assigned area(s) of responsibility.  This is a unique career opportunity that brings empowerment, cutting-edge technologies, engagement with industry leading technologists, and collaboration across many Offices throughout HHS CMS in order to resolve complex information system challenges.  

In summary, CMS OIT will rely on your team to provide the expertise necessary to facilitate planning, oversight, and delivery of mission-critical IT and business initiatives. 

  • Provide a critical infusion of project management expertise and solutions engineering. 
  • Help plan, control, and monitor projects as an integral part of the project management team. 
  • Function as an agent in the management of assigned projects and as an integrated team member. 
  • Provide rapid responsiveness to changing requirements. 
  • Recognize Government objectives as its own objectives. 
  • Institute and practice the same services being requested by CMS. 
  • Be responsible for the correctness of methods and techniques used. 

What do you need to succeed in this role? 

  • Experience managing federal IT systems programs / projects with at least 30 support staff who are providing the following support that involves the following: 
  • At least 7 years of Program Management of large technology initiatives with complex engagements for mission-critical objectives. 
  • Performance Management & Continuous Improvement of Technology platforms as well as improving / optimizing the efficiency and effectiveness of operational business processes. 
  • IT Governance and compliance with federal policies, standards, regulations, Executive Orders, Congressional Mandates, etc. 
  • Cybersecurity directives by Federal Executive Office, OMB, CISA 
  • Enterprise Dashboards used to track the status of Programs, Projects, Resources, IT Assets, and Risk.  
  • Agile development projects that involve Playbooks such as Digital Services, HCD, Agile, etc. 
  • Use of AI and RPA.  
  • Oversight of projects that include software and web application development end-to-end lifecycle such as Blueprinting, Journy Maps, MVP and Prototyping, Requirements Discovery, Configuration and Change Management, and Automation. 
  • Highly desired:  Experience managing projects within HHS CMS.  Ideal candidate would have experience / knowledge of HHS CMS Office of Information Technology. (OIT). 

Desired Qualifications:

  • At least 7 years of experience managing enterprise IT programs for the federal government.  
  • Bachelor’s degree 
  • PMP certification 
  • Looking for candidates that also have Agile certification but this is not requirement.  More of a “nice to have”.  

In compliance with this state’s pay transparency laws, the salary range for this role is $175,000 - $187,500- $200,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. Compensation ranges for roles in our Government Services pillar are determined by contract with the specific government agency Sikich is servicing.
