REPORTS TO: Director of Special Educator Services and Principal

EVALUATION: Evaluations conducted as defined in West Virginia Board of Education Policy 5310 and PCBOE Policy 3220.

FLSA STATUS: Exempt

Term of employment: Part-time itinerant position. Work schedule and assignment will be determined based upon student needs, service requirements, and county programming. Effective upon board approval for the remainder of the 2026-2027 school year. In accordance with West Virginia Code 18A-2-7b, Pocahontas County Schools will be implementing the "Stay Put Rule." The WV Legislature has determined that frequent teacher changes-especially in elementary grades-are not in the best interest of students. As a result, the Legislature intends to minimize personnel transfers between professional positions within the 20 days leading up to the start of the instructional term. However, the county board, based on the superintendent's recommendation, may approve filling a position during this period if it is deemed to serve the best interest of the students.
 

JOB DESCRIPTION 
Pursuant to WV Code 18A-1-1:

"Classroom teacher" means a professional educator who has a direct instructional or counseling relationship with students and who spends the majority of his or her time in that capacity.

Under the direction of the Director of Special Education and building principals, the Itinerant Teacher of Gifted Education provides specialized educational services for identified gifted students throughout Pocahontas County Schools. The teacher develops and delivers differentiated, enriched, and accelerated instruction designed to address the unique academic, creative, leadership, and problem-solving needs of gifted learners. The teacher serves as case manager for assigned gifted students; coordinates the development, implementation, monitoring, and annual review of Individual Education Plans (IEPs); participates in referral, screening, eligibility, and reevaluation processes; monitors student progress toward educational goals; and collaborates with classroom teachers, administrators, families, and other stakeholders to ensure appropriate services and supports are provided. The teacher provides consultation regarding the education of gifted learners and maintains all required records and documentation in accordance with state and county requirements.

The Itinerant Teacher of Gifted Education performs duties consistent with the expectations of a professional educator as defined by West Virginia Code, West Virginia Board of Education policy, and Pocahontas County Board of Education policy. 

QUALIFICATIONS

• Valid West Virginia Professional Teaching Certificate.
• Gifted Education endorsement required or eligibility to obtain appropriate Gifted Education authorization in accordance with WVDE requirements.
• Special Education endorsement preferred.
• Criminal background check conducted pursuant to WV Code 18A-3-10
   
  

ADDITIONAL MINIMUM REQUIREMENTS

• Applicants who have recent unsatisfactory evaluations will not be considered eligible for consideration.
• Applicants who demonstrate unsatisfactory interview performance are not eligible for consideration.
• Applicants who receive unfavorable reference recommendations will not be eligible for consideration.
• Applicants who have been dismissed or who have had their contracts non-renewed for cause by another school district are not eligible for consideration.

ESSENTIAL DUTIES

Planning and Preparation

• Demonstrating Knowledge: Demonstrates current and thorough knowledge of gifted education, differentiated instruction, enrichment strategies, acceleration options, curriculum development, student assessment practices, and applicable state standards. Maintains knowledge of state and county requirements related to gifted education services.
• Designing Instruction: Develops and implements engaging learning experiences that promote advanced thinking, creativity, inquiry, research, communication, innovation, leadership, and problem-solving skills. Designs instruction that extends beyond grade-level expectations and supports student strengths, interests, and talents.
• Assessing Student Learning: Uses formative and summative assessment data to monitor student progress, evaluate instructional effectiveness, and develop learning goals and outcomes for gifted students. Assists in the screening and evaluation of students referred for gifted education services as appropriate.
• Understanding Students: Demonstrates knowledge of students' intellectual strengths, interests, talents, learning needs, and educational goals in order to provide appropriately challenging learning opportunities and services.

Instruction

• Engaging Students in Learning: Provides direct instructional services to identified gifted students through enrichment, acceleration, project-based learning, inquiry-based instruction, research opportunities, and other evidence-based instructional strategies designed to meet the unique needs of gifted learners.
• Communicating Clearly: Provides accurate, coherent, and effective instruction with clear expectations and directions. Encourages student discussion, collaboration, reflection, and critical thinking.
• Providing Timely Feedback: Offers specific, constructive, and timely feedback regarding student performance, growth, achievement, and progress toward educational goals.
• Demonstrating Flexibility: Adjusts instructional methods, pacing, resources, and learning opportunities based on individual student needs, interests, performance data, and educational goals.

Professional Responsibilities

• Reflecting on Teaching: Continuously evaluates instructional effectiveness and student outcomes to improve gifted education services and student achievement.
• Collaborating with Colleagues: Works cooperatively with administrators, classroom teachers, counselors, special education personnel, and other staff to support the academic and social-emotional development of gifted learners. Provides consultative services and instructional support regarding differentiation, enrichment, acceleration, advanced learning opportunities, and effective educational strategies for gifted students.
• Communicating with Families: Maintains regular, professional communication with parents and guardians regarding student progress, educational programming, available services, and learning opportunities. Serves as a primary point of contact regarding assigned gifted students and gifted education services.
• Educational Planning and Case Management: Serves as case manager for assigned gifted students. Coordinates the development, implementation, monitoring, and annual review of Education Plans (EPs) and other required gifted education documentation. Schedules and participates in eligibility, educational planning, annual review, and reevaluation meetings as required. Collaborates with students, families, teachers, counselors, administrators, and other stakeholders to ensure educational services are appropriately aligned with student strengths, interests, and needs. Maintains all required records, documentation, and compliance reports in accordance with local, state, and federal requirements.
• Supporting Student Success: Maintains a caseload of identified gifted students and provides direct and indirect services designed to support advanced learning and talent development. Monitors student progress toward educational goals; assists with referrals, screening, evaluations, eligibility determinations, and annual reviews as assigned; provides consultation to classroom teachers regarding differentiation, enrichment, acceleration, instructional modifications, and strategies to meet the needs of gifted learners; and collaborates with staff and families to ensure educational opportunities are appropriately aligned with student strengths, interests, and needs.
• Demonstrating Professionalism: Adheres to West Virginia Code, WVBE policies, county policies, ethical standards, and professional expectations. Maintains confidentiality and demonstrates reliability, punctuality, and sound professional judgment.
• Engaging in Professional Development: Participates in ongoing professional learning to maintain expertise in gifted education, instructional practices, technology integration, and current educational research.
   
  

Additional Duties and Responsibilities

• Traveling Between Schools: Provides services across multiple schools and locations throughout the county as assigned.
• Facilitating Enrichment Opportunities: Assists with academic competitions, enrichment events, student showcases, leadership opportunities, problem-solving events, and other advanced learning experiences.
• Performing Assigned Responsibilities: Carries out other duties and responsibilities as assigned by the Principal, Director of Special Education, Superintendent, or designee in support of the educational mission of Pocahontas County Schools.
