Position Overview

With the next-generation Educational Technology (EdTech) platform focused on modern technology to power scalable, secure, and data-driven learning ecosystems , the Chief Technology Officer (CTO) is the senior technology leader responsible for architecting, scaling, and continuously improving a newly launched workforce-development platform designed to support adult learners, jobseekers, employers, and training providers. This executive oversees engineering, product infrastructure, data, cybersecurity, and technical operations to ensure the platform delivers reliable, secure, and outcomes-driven learning experiences that align with labor-market needs.
The CTO partners closely with the CEO and Executive Team, Product, Workforce Partnerships, and Customer Success teams to translate workforce-development strategy into a scalable technology ecosystem that accelerates learner progress, employer engagement, and measurable employment outcomes, specifically in the infrastructure industry.

Key ResponsibilitiesTechnology Strategy & Leadership
  • Develop and execute a technology roadmap that supports rapid scaling across workforce boards, training providers, employers, and government-funded programs.
  • Ensure the platform supports competency-based learning, skills-mapping, credentialing, and job-matching workflows.
  • Build and lead a high-performing engineering, DevOps, data, and QA organization aligned with workforce-development priorities.
  • Establish architecture standards, engineering best practices, and technology governance frameworks.
  • Serve as a strategic advisor to executive leadership on technology investments, partnerships, and innovation opportunities.
Product & Platform Development
  • Oversee development of features that support adult learners, including personalized learning pathways, micro-credentialing, skills assessments, and job-readiness tools.
  • Ensure seamless integrations with LMS/LRS systems, labor-market data providers, case-management systems, and employer HRIS/ATS platforms.
  • Implement agile development methodologies to support rapid iteration based on learner, instructor, and employer feedback.
  • Drive innovation in AI-driven skills mapping, adaptive learning, and predictive analytics for employment outcomes.
  • Evaluate and integrate third-party tools that enhance training delivery, employer engagement, and learner support services.
Security, Compliance & Data Governance
  • Ensure compliance with FERPA, COPPA (if applicable), SOC 2, GDPR, and workforce-development program requirements (e.g., WIOA data standards).
  • Oversee secure handling of sensitive learner, employment, and case-management data.
  • Implement strong identity management, access controls, and data-sharing protocols for multi-stakeholder environments.
  • Lead cybersecurity strategy, incident response, and business continuity planning.
  • Maintain compliance with federal, state, and grant-funded reporting requirements.
Infrastructure & Technical Operations
  • Oversee cloud infrastructure to ensure high availability, reliability, and cost-efficient scaling as new workforce partners onboard.
  • Implement DevOps and CI/CD pipelines to accelerate deployment and maintain platform stability.
  • Ensure robust technical support processes for learners, instructors, employers, and administrators.
  • Manage system monitoring, performance optimization, and scalability planning during periods of rapid user growth.
Data, Analytics & AI
  • Ensure proper incorporation of proprietary artificial intelligence technology throughout the platgform.
  • Develop a data strategy that supports workforce-development reporting, including learner progress, credential attainment, job placement, and retention metrics.
  • Oversee data engineering, warehousing, and governance frameworks that support real-time insights for workforce boards, training providers, and employers.
  • Guide ethical and responsible use of AI/ML in skills assessment, job-matching, and learner support.
  • Ensure data accuracy and integrity across all reporting and compliance workflows.
Cross-Functional Collaboration
  • Partner with Workforce Partnerships and Customer Success to support employer integrations, training provider onboarding, and case-management workflows.
  • Collaborate with Product to prioritize features that improve learner engagement, job-placement outcomes, and employer satisfaction.
  • Work with Sales and Marketing to support technical demonstrations, RFP responses, and grant-funded program proposals.
  • Represent the company at workforce-development conferences, government briefings, and industry events.
QualificationsEducation & Experience
  • Bachelor’s degree in Computer Science, Engineering, or related field required; Master’s preferred.
  • 10+ years of progressive technology leadership experience, including 5+ years in a senior executive or VP-level role.
  • Experience scaling SaaS platforms in EdTech, workforce development, HR tech, or government-funded training ecosystems.
  • Demonstrated success leading engineering, DevOps, data, and security teams.
  • Strong background in cloud architecture, microservices, API ecosystems, and modern development frameworks.
Technical Expertise
  • Cloud: AWS, Azure, or GCP
  • Programming: JavaScript/TypeScript, Python, Java, or similar
  • Frameworks: React, Node.js, Django, or equivalent

Compensation & Benefits

  • Competitive Compensation: $150,000 - $225,000 base salary based on experience, Bonus: Eligible
