Lochner is seeking an experienced Senior Construction Manager (Transit/Rail) to join our Midwest Construction Engineering and Inspection team. In this role you will have the opportunity to use your transit construction management experience on new and existing, rapid transit system and station projects. Our ideal candidate will have a minimum of 10 years of experience with the construction of public transit projects which includes the construction of transit stations, elevated infrastructure, and power and way systems. The successful candidate will also have experience with phased transit construction projects on an existing operating system.
Your impact:
Staff Administration
  • Plans, reviews, and assigns work of construction field office personnel including Lochner staff, sub-consultants and partners.
  • Reviews project activities with client and contractor's field supervision to resolve disputes and other project issues.
  • Read and interpret complex contract plans and specifications and construction contract language.
  • Monitor Contractor progress and compare with reviewed Progress Schedule.
  • Review/coordinate and prepare responses to project correspondence, RFIs and technical
  • submittals.
  • Proactively manage construction changes and claims and work with client to resolve.
  • Leads construction meetings with clients and contractors.
  • Manage client expectations, communications, and coordinate with stakeholders.
  • Work with clients and contractors to manage construction budget and schedule.
  • Manage Lochner's budget, schedule and staffing.
  • Mentor staff on CEI responsibilities and tasks.

Marketing and Client Maintenance
  • Track opportunities for assigned office and assure pursuit team compliance with client management, pre-positioning, go/no-go, and pursuit strategy best practices and company guidelines.
  • Coordinate with Office Manager (OM) and Marketing Manager to make effective go/no go decisions.
  • Maintain key client and teaming partner relationships, playing a key role in developing strategic teaming partnerships and subsequent agreements.
  • Schedule periodic meetings with key client personnel in coordination with PMs and other staff as appropriate.
  • Represent the organization at key industry conferences, trade shows, and networking events to cultivate high-value relationships with clients and partners. Serve as a brand ambassador to gather competitive intelligence, identify emerging market trends, and secure face-to-face engagements that drive long-term collaborative opportunities.
  • Maintain effective communication with Office Manager (OM) and Marketing Manager concerning new marketing direction or problems with meeting marketing goals or strategic initiatives.

Who you are:
  • BS in Civil Engineering, Construction Management or related field or 15+ years of experience in construction management in lieu of degree.
  • 10+ years of construction management experience on transit, rail, road and bridge infrastructure projects.
  • Professional Engineer License (PE), Project Management Professional (PMP) or Certified Construction Manager (CCM) is required.
  • Experience on rail and transit projects (Metra, CTA, NICTD, Amtrak, UP, CN, CSX, Norfolk Southern, etc.).
  • Resident engineer on projects with increasing size and complexity for at least 5 years is desirable.
  • Transit station experience is desirable.
  • Effective oral and written communication skills.
  • A valid Driver's License is required.
