Position Description
TITLE: Family and Victim Support Counsel
LOCATION: Alexandria, VA or potential for remote location

TRAVEL REQUIREMENT: Minimal, less than 15%
HOURS AND SCHEDULE:
Generally, Monday – Friday, 9:00am to 5:30pm (ET) (minimum 37.5 hours within five days per week). Ability to work flexible hours to facilitate communications with individuals in different time zones is required. If remote, ability to travel to NCMEC HQ in Alexandria, VA at least quarterly for meetings is required.

RESPONSIBILITY FOR PUBLIC CONTACT:
Regular contact requiring attention to detail and time sensitivity, courtesy, empathy, discretion, and sound judgment.
SUMMARY:
This position will work cross-divisionally to create, maintain, and expand programs and services to provide legal technical assistance and related legal support to adult survivors and parents/guardians of child survivors victimized by, and victim advocates, attorneys, prosecutors, and child-serving professionals supporting survivors of, the distribution of child sexual abuse material (CSAM) and other forms of online child sexual exploitation, child sex trafficking and domestic and international family abductions.
The programs and services this role will be responsible for include the following: (1) provision of legal technical assistance and support relating to legal issues concerning, and legal remedies and relief available to, survivors of child sexual exploitation; (2) response to requests for legal referrals to assist survivors of child sexual exploitation on restitution and ancillary legal issues; (3) partnering with NCMEC’s pro bono legal support to develop, maintain, and expand relevant legal resources, including attorney networks, legal compendiums, handbooks, trainings, and related materials; (4) provision of legal technical assistance and updates to NCMEC staff and at external trainings on issues and updates relating to legal remedies and relief available to children victimized by sexual exploitation, specifically civil and criminal restitution, victim services, expungement/vacatur, and related relief; (5) strategizing with NCMEC staff and external partners to create new, and improve existing, legal programs and resources relating to restitution and ancillary legal issues to support children victimized through online child sexual exploitation; and (6) provision of high level support on issues relating to domestic and international family abductions, as needed.
Substantive legal issues will include civil and criminal issues relating to survivors of online child sexual exploitation including victim notification; restitution and availability of additional victim resources at the federal, state, and local levels and family and juvenile law. The position will work closely with members of NCMEC’s Exploited Children Division and Family Advocacy Division and other operational divisions at NCMEC in addition to the Office of Legal Counsel to ensure that goals and deliverables conform to NCMEC’s broader legal priorities and are aligned with NCMEC’s public policy and legislative initiatives.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Provide legal technical assistance to parents/guardians of child victims, adult survivors, and child-serving professionals relating to legal resources concerning restitution and other remedies relating to victimization through child sexual exploitation, including CSAM distribution and child sex trafficking.
- Formalize and expand network of attorneys willing to represent: (1) adult survivors or child victims (through their parents/guardians) victimized by CSAM distribution or other forms of online child sexual exploitation, including child sex trafficking, in restitution and related legal matters.
- Manage, draft, and distribute organizational affidavits and related documents requested by legal counsel for adult survivors and child victims in legal proceedings relating to restitution and related remedies concerning CSAM distribution and other forms of online child sexual exploitation, including child sex trafficking.
- Maintain consistent outreach with attorney network, external partners, and related child-serving professionals through newsletters, trainings, case/statutory updates, and other periodic communications.
- Maintain internal systems to track/monitor/evaluate inquiries, information provided, and resources offered.
- Create and maintain databases and summaries of key statutes, laws, and legal resources relating to civil and criminal restitution concerning CSAM distribution and other forms of online child sexual exploitation. Strategically review statutory and legal developments to support NCMEC recommendations concerning potential federal and state legislative proposals and initiatives.
- Track and implement updates as needed for organizational PPTs, website content, and legal publications relating to legal support for survivors of child sexual exploitation and assisting in drafting amicus briefs and related policy materials, as needed, relating to NCMEC’s role in providing legal support and technical assistance in this area.
- Work with NCMEC’s Missing Children Division to create framework for legal technical assistance and support on domestic and international family abduction cases and related issues.
- Partner with the Chief Legal Officer and Office of Legal Counsel team on other child protection projects as needed.
QUALIFICATIONS:
- JD and Admission in good standing.
- Minimum of 4-6 years substantive experience handling legal matters relating to child sexual exploitation issues and/or child victim-related matters in a non-profit organization, government agency, legislative office, or similar environment.
- Experience with juvenile legal issues and/or victim advocacy work, including restitution issues and victim remedies, from civil and criminal perspectives.
- Experience creating, developing, and maintaining networks of partners and managing development and delivery of training, written resources, and materials for multiple diverse audiences.
- Experience communicating with adult survivors of sexual exploitation crimes and with prosecutors, law enforcement, victim advocates, and/or private attorneys on sensitive legal issues concerning crimes against children.
- Promote a professional image and communicate with co-workers, senior leaders, external partners and entities, and members of the public in a courteous and professional manner, including responding promptly when returning telephone calls and replying to correspondence.
- Commitment to developing substantive understanding of NCMEC’s mission and history and relating to programs to help find missing children, reduce child sexual exploitation, and prevent child victimization.
- Demonstrated experience balancing a wide range of short and long-term projects and meeting substantive and complex productivity goals under shifting deadlines.
- Ability to inspire trust and confidence when discussing sensitive matters and to embrace a team approach, including working cross-divisionally, in organizational and strategy discussions.
