Job description

Summary of Duties: Under direct supervision of the Covenant Administration Supervisor, conduct field investigations and enforcement activities for potential violations of community development standards and deed restrictions and attempts to obtain voluntary compliance. Provide field and office support for The Woodlands Development Standards and the Covenant Administration Supervisor.

Essential Duties and Responsibilities:

  • Provide a high level of customer service at all times; project and maintain a positive image on behalf of The Woodlands Township.
  • Conduct field investigations, take photographs, prepare forms, reports, and PowerPoint presentations to provide documentation for property violations, property improvement applications, property improvement progress, commercial and street right of way violations and improvements.
  • Perform regular site inspections within assigned neighborhoods/territory. Confirm property ownership. Write letters/notices or speak by phone or personally to property owners, contractors, and developers or its designee describing the condition, citing the section of the standards or covenants violated; specifies the corrective action required, and the date by which the corrective action is required. Provide advice to property owners on how to comply and seek voluntary compliance.  Initiate follow-up letters.
  • Maintain accurate and detailed records of complaints and actions taken; drafts reports, updates department database. Respond to complaints submitted through the Woodlands 311 system.
  • Communicate with residents/owners, committee members, the public and contractors.
  • Represents the Covenant Administration Department at public functions. Participate in community and neighborhood events disseminating educational materials designed to secure pro-active compliance with the covenants.
  • Read and interpret documents such as Covenants, development standards, building codes, plans, blueprints and technical documents.
  • Utilize personal vehicle for work-related duties. Reimbursement for mileage will be provided.
  • Work cross-functionally with other units of the Covenant Administration Department as needed.
  • Assist and support the Covenant Administration Supervisor on items related to the Planning and Permitting, Compliance and Revitalization, and Commercial Parcels. Serve as support and coverage to any of the divisions, as assigned. Support division is subject to change.
  • Perform other duties as assigned.

Supervisory Responsibilities: This job has no supervisory responsibilities.

Minimum Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Education: High school diploma or General Education Degree (GED).

Experience: One year customer service experience required. Must have technical ability to understand and interpret surveys, plans and technical specifications.

Licenses and Certifications:

  • Must possess or obtain within first ninety (90) days of employment a valid Texas driver's license and meet the driver safety policy requirements.   

Computer Skills: Must be MS Office proficient in Word and PowerPoint.

Language Skills: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.  Ability to write routine reports and correspondence.  Ability to speak effectively before groups of customers or employees of organization.

Mathematical Skills: Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.  Ability to apply concepts of basic algebra and geometry.

Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Human Collaboration Skills: Work may require providing advice to others outside direct reporting relationships on specific problems or general policies. Contacts may require the consideration of different points of view to reach agreement. Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.
