Classification Definition

Under general direction, performs a variety of technical analytical work related to Courtโ€™s administrative and operational projects and programs; monitors compliance and ensures that fiscal, administrative, and operational goals are met; conducts data collection and analysis; prepares ad hoc and periodic statistical and written reports required by the Court, the state and other governmental entities; researches, problem solves, develops training materials, develops recommendations and drafts reports; performs related work as required.โ€ฏ


Distinguishing Characteristics

This temporary position is distinguished from the Court Services Analyst classification by its exclusive focus on business process re-engineering for a defined, courtwide modernization initiative. While the Court Services Analyst performs a broad range of administrative and operational analysis, this role concentrates on structured workflow assessment, process mapping, system-utilization evaluation, and the development of strategic recommendations aimed at improving efficiency, consistency, and automation. The assignment is project-based, time-limited, and does not include responsibilities for routine case processing, ongoing program support, or continuing administrative duties.


Essential Duties

  • Identifies concerns and issues affecting Court processes and procedures; collects data, conducts analytical studies and administrative, operational and policy research; provides analysis, options and recommendations for executive level decision-making; assists in implementing selected options and recommendations; and assesses effectiveness of new programs, policies and procedures.
  • Conducts data collection and analysis and prepares ad hoc and periodic statistical and written reports required by the Court, the state and other governmental entities.
  • Provides support for the Courtโ€™s case management system; develops program and procedure documentation, processes and operational use of computer systems, including the case management system.
  • Assists with developing training materials and conducts formal training sessions; prepares and provides training and informational presentations for various Court stakeholders.
  • Monitors changes in legislation and Court operations; analyzes impact to business processes.
  • Assists with various administrative and operational projects and programs; ensures fiscal, administrative, and operational goals are effectively met and monitors compliance.โ€ฏ
  • Defines and documents business functions and processes including identifying opportunities for business process re-engineering.
  • Represents Court administration in meetings with judges, staff, and other entities as delegated; assists and participates in a variety of civic outreach activities and events.โ€ฏ
  • Assists in the development of federal and state grant applications and grants; performs a variety of administrative duties for local commissions, agencies, or departments.โ€ฏโ€ฏ
  • Maintains confidentiality in matters relative to budgetary and labor relations related tasks and projects.โ€ฏ
  • Performs other duties as required.

Minimum Qualifications

Education and Experience:

Any combination of experience and education or training that is likely to provide the required knowledge and abilities.โ€ฏ A typical way to obtain the knowledge and skills outlined above would be:โ€ฏโ€ฏ

  • Bachelorโ€™s degree in Legal Studies, Public Administration, or a related subject.โ€ฏโ€ฏ
  • Two (2) years of experience performing technical and/or administrative support; or minimum of one (1) year of experience performing administrative, management, personnel or fiscal analysis.โ€ฏโ€ฏโ€ฏ

Desirable Qualifications:โ€ฏ

  • Knowledge of the principles and methods of statistics and quantitative research.โ€ฏ
  • Experience working in a court environment.โ€ฏ

Physical Demands and Working Conditions:

Mobility and manual dexterity to work in a standard office environment and use standard office equipment; vision to read handwritten and printed material and a computer screen; hearing and speech to communicate in person and by telephone; ability to lift and carry items weighing up to 25 pounds such as files, books or boxes of paper. Sitting for extended periods of time daily; moving short distances, minimal twisting, bending, stooping and lifting in the performance of assigned duties. Good memory and recall are necessary for the accurate and timely transfer of information. Assigned work is normally performed in an office environment. Employee works in a high stress environment and is exposed to high demand situations in the performance of required duties, continuous contact with staff, patrons and the general public.โ€ฏโ€ฏ
