Description This position assists the County Assessor in the overall management and administration of the Real Estate Assessment Division. Manages and supervises professional, technical, and administrative support staff. Provides real estate related data/information to various county agencies.
Administers the Land Use Program. Responsible for appraising real property, and represents the Assessor's office before governing bodies, taxpayers, and the general public. Work is performed under general supervision of the County Assessor.
Performs all duties in the absence of the Assessor. Assists the Assessor in the overall day-to-day management and administration of the Real Estate Assessment Division; supervises professional, technical and administrative support staff engaged in real property assessment to include selection, performance management, employee relations, and related activities; assists with budget preparation and monitoring; advises and assists in developing the departmental direction, priorities, goals, and objectives to meet County and departmental needs. Assists the Assessor in planning, supervising, and participating in the reassessment of real property in the County; develops and oversees appeals process for taxpayer challenges to assessments; ensures all properties are appraised equitably and at fair market value.
Assists in researching information requested by County Administration and other County officials and prepares related reports and presentations. Oversees the maintenance of the County's Computer Assisted Mass Appraisal (CAMA) database and other related records pertaining to all real estate in the county, including those related to land use. Appraises residential and commercial properties to include waterfront and complex properties; determines exterior and interior dimensions of buildings, including the foundation, exterior walls, type of roofing, number of rooms, basement area, interior finish, type of heating and air conditioning, and other physical characteristics.; determines functional and physical depreciation of the structure; and determines the quality of construction (grade) of the structure according to a predetermined scale
Appears before Board of Equalization and other judicial proceedings to explain and/or defend assessment values. Assists County Attorney or outside counsel in preparing for assessment litigation. Maintains a thorough knowledge of appraisal practices and techniques, including the three approaches to value: income, cost, and sales comparison approach.
Maintains a thorough knowledge of residential and commercial cost systems. Establishes systems for ensuring County and departmental personnel policies and procedures are appropriately administered. Receives and addresses inquiries from taxpayers concerning individual assessments, or assessment program; makes oral presentations before professional civic and community groups, and to forums to explain practices and procedures of Assessor's office and facilitate a positive image of Assessor's office and programs.
Attend seminars, conferences, workshops, classes, lectures, etc., and reviews literature, as appropriate, to enhance and maintain knowledge of legislation, court decisions, trends and developments in the fields of real property appraisal and assessment; ensures that subordinates receive orientation and training appropriate for assigned duties. Stays abreast of local property value trends and current trends of the real estate assessment profession. Minimum Qualifications Bachelor's degree in business administration, public administration, accounting or a related field and 5-7 years of experience in assessment and appraisal, including 3 years of supervisory experience; or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities
Requires certification as either a General Real Estate Appraiser by the Commonwealth of Virginia or Certified Assessment Evaluator designation from the International Association of Assessing Officers. Possession of a valid driver's license issued by the Commonwealth of Virginia. This job is contingent upon successful completion of pre-employment checks to include driving record, criminal history and background checks.
Supplemental Information Comprehensive knowledge of real estate principles, practices, methods, and techniques of appraising and assessing real estate, building construction practices and procedures, including the ability to interpret construction plans and specifications. Comprehensive knowledge of applicable laws, codes, regulations, standards, and assessment policies, with the ability to interpret, apply, and explain complex requirements. Comprehensive knowledge of Computer Assisted Mass Appraisal (CAMA) systems and the ability to employ economic and accounting principles in the analysis and reporting of financial and property valuation data.
Thorough knowledge of word processing, spreadsheet, database, relational database, and Geographic Information System (GIS) software and the integration of GIS with assessment and property databases. Comprehensive knowledge of leadership principles and supervisory practices, including the ability to assign, schedule, supervise, train, mentor, and evaluate the work of assigned staff. Ability to establish and implement effective administrative programs and procedures; plan, organize, prioritize, and monitor work to ensure timely completion of assignments; maintain schedules and calendars; and perform a broad range of supervisory and operational responsibilities.
Ability to evaluate complex issues, determine appropriate research methods, exercise sound judgment, establish priorities, and analyze the relative costs and benefits of alternative courses of action to make effective decisions. Ability to develop and maintain cooperative and professional working relationships with county officials, employees, property owners, contractors, business representatives, community organizations, and the public while fostering collaboration and sharing knowledge with staff. Ability to communicate effectively, both orally and in writing, including preparing reports, policies, agendas, and presentations, explaining complex technical information, and listening effectively to understand information and ideas presented by others.
Ability to address sensitive personnel and human resources matters with professionalism, discretion, confidentiality, tact, and diplomacy. Physical Demands Must be physically able to operate a variety of machinery and equipment including an automobile, tape measures, camera, engineer's scale, and office equipment, etc. Work is more physically demanding than typical office jobs.
Requires frequent walking and standing while performing appraisal work. Bending and stooping occurs while taking measurements, and there is climbing of stairs, or to reach portions of parcels that are on property with a steep grade. There may be some limited crawling to observe structural items.
Carrying of a number of light weight objects (such as tape measure, camera, clipboard, writing tools, measuring wheel, and a cellular phone) occurs while doing appraisals.
