Role Overview:
The Program Strategy and Compliance Manager oversees the administration, coordination, and evaluation of key departmental programs within the Indiana Department of Correction, including training operations, program compliance, contract training oversight, preservice documentation review, and legal liaison support. The incumbent works with minimal supervision and ensures all program activities comply with departmental policy, State and Federal law, ACA standards, and strict confidentiality requirements.
Salary:
The salary for this position traditionally starts at $59,800.00 but may be commensurate with education and work experience. Use our Compensation Calculator to view the total compensation package.
The essential functions of this role are as follows:
- Oversee planning, coordination, development, and evaluation of departmental programs aligned with agency goals.
- Assist the Executive Director in developing division goals, performance measures, and program improvement strategies.
- Supervise assigned staff and program areas, including coaching, performance evaluation, policy clarification, and leave approvals.
- Ensure compliance with departmental policies through site reviews, audits, curriculum evaluations, and training program oversight.
- Coordinate, develop, deliver, and monitor training programs statewide, including preservice, inservice, contractor training, and specialized sessions.
- Serve as liaison for Central Office training, contractors, partner agencies, and legal matters, ensuring accurate communication, documentation, and compliance.
- Manage preservice training documentation, make‑up sessions, instructor observations, certifications, and recordkeeping integrity.
- Analyze program‑related data, conduct surveys, prepare reports, and participate in performance measurement activities.
- Support contract compliance for training requirements and maintain oversight of major contracted components and contract‑operated facilities.
- Assist with special projects, legal requests, policy updates, and operational needs as assigned.
- Perform administrative and operational responsibilities such as vehicle use for travel, confidentiality adherence, and co‑security coordinator duties.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
Individuals in this role should minimally be able to articulate or demonstrate the following:
- Strong knowledge of training compliance requirements and contractual standards for state-run and contract-operated services, include ICE, medical, food service, and private-operator mandates.
- Broad expertise in adult learning, curriculum development, instructional methods, training technology, and the ability to coordinate, lead, and evaluate training across multiple facilities and contracted organizations.
- Advanced skills in data collection, statistical analysis, performance measurement, and program evaluation to support decision‑making and continuous improvement.
- Thorough understanding of departmental policies, ACA standards, correctional operations, safety and security practices, and IT/system‑access protocols.
- Strong ability to interpret, communicate, and evaluate procedures, training plans, documentation, and compliance expectations for staff and contractors.
- Excellent communication, collaboration, and problem‑solving skills with the ability to prepare professional reports and work effectively with internal teams, external partners, and contracted service providers.
- Demonstrated ability to coach, train, observe, and support instructors, staff, and managers while maintaining accuracy, confidentiality, professionalism, and attention to detail.
- Ability to function effectively in a fast‑paced, compliance‑driven environment, accept feedback, maintain high conduct standards, and complete all required training.
