Job description

OPAL Data Conversion, Analytics, and Reporting Lead

The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia's businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city's technology assets and the return on the city's technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.

In partnership with the Office of the Chief Administrative Officer (CAO) and the Office of the Director of Finance, the Office of Innovation and Technology (OIT) is undertaking a major Citywide project to modernize core financial, grants, procurement, and supply chain business processes. This project (Optimize Procurement and Accounting Logistics Enterprise Resource Planning and Data Warehouse/Business Intelligence Tool, or "OPAL ERP and DW/BI project") will replace the existing General Ledger and Procurement systems (i.e. FAMIS, ADPICS, ACIS, PHLContracts, etc.) that support these business processes and will enable the City to realize benefits such as reducing transaction processing time and effort, providing better access to information for reporting and analysis, and making it easier to onboard new employees into these functions.

Job Description

The OPAL Data Conversion, Analytics, and Reporting Lead is responsible for managing a team that handles data conversion, data analytics, and reporting functions for the OPAL ERP and DW/BI project. The team focuses on converting financial, grants, procurement, and supply chain data, as well as developing analytics and reporting in collaboration with the business teams.

This is an exempt position that will transition from project work to maintenance and support after the project is completed.

Essential Functions

Throughout the OPAL ERP and DW/BI project, the OPAL Data Conversion, Analytics, and Reporting Lead will:

  • Lead team to readily identify incomplete, incorrect, inaccurate or irrelevant parts of the finance, grants, supply chain and reporting data and then replace, modify, or delete the dirty or coarse data.
  • Lead team to research and analyze existing finance, grants, supply chain and reporting data.
  • Lead conversion team to design and map finance, grants, supply chain and reporting data from the old environment to the new environment.
  • Lead conversion team to reconcile the conversion of finance, grants, supply chain and reporting data to make sure data is complete and accurate.
  • Lead team to stage finance, grants, supply chain and reporting data that is gathered and prepared for conversion.
  • Document and track conversion matrix and templates, outputs and conversion scripts.
  • Participate in regression testing efforts.
  • Conduct analysis, perform normalization operations and assure data quality.
  • Create report and data analytics models.
  • Interpret data analysis results.
  • Develop actionable insights and present recommendations for use across the stakeholder and leadership.
  • Review and approve reports and data analysis

After the OPAL ERP and DW/BI project has been deployed, the OPAL Data Conversion, Analytics and Reporting Lead will lead enhancement and new development efforts.

Qualifications
  • Completion of a Bachelor's or Master's degree with coursework in accounting, finance, operations management, IT, business administration, or a related field or equivalent experience;
  • 7-10 years of professional experience with data conversion, analytics and reporting, including financial and grants data conversion, analytics, and reporting; and procurement and supply chain data conversion; and data conversion, analytics, and reporting.
  • Experience with implementing ERP and/or DW/BI solutions strongly preferred.

Competencies, Knowledge, Skills and Abilities

  • Able to work through the process of detecting and correcting (or removing) corrupt or inaccurate records from a record set, table, or database.
  • Readily identifies incomplete, incorrect, inaccurate or irrelevant parts of the data and then replaces, modifies, or deletes the dirty or coarse data.
  • Knowledgeable about current state dataset/table/field layouts, processes and technologies.
  • Knowledge of Systems Development Life Cycle from a data conversion perspective.
  • Experience with report requests, generation, maintenance processes, and technologies.
  • Experience with query development, writing, and implementation.
  • Experience across reporting for financials, grants, supply chain, and procurement.
  • Extensive BI and Data Warehouse experience required.
  • Strong verbal and written communication skills with ability to create documentation and procedures, clearly and concisely.
  • Strong meeting facilitation and presentation skills.
  • Ability to work well with individuals at all levels within and outside the organization.
  • Ability to work well under pressure and multi-tasking in a fast-paced organization.
  • Extensive supervising, coaching, inter-personal, and collaborating skills and overseeing high-quality and timely deliverable creation.
  • Strong problem solving and analytic skills.

Salary: $110,000-$128,000
