Job description
Implements timely changes to operational procedures. Initiates actions with safety, standards and airfield operations to revise procedures to comply with regulatory guidance. Assumes overall responsibility for ATC quality by ensuring controllers are proficient, current in all aspects of ATC, adhering to correct procedures, shift staffing standards are met and equipment meets mission requirements.
Makes recommendations and provides technical advice on matters that affect the operation and character of the ATC facilities. Determines the need for additional services required by users in the terminal area. Restructures internal ATC organization and procedures as necessary to meet mission requirements.
Prepares correspondence and required reports; maintains records on air traffic, facility status reports, logs, recorder tapes and accident/incident statements. Prepares budgets to provide for adequate staffing, equipment maintenance and training. Establishes methods for tracking expenditures, reviews the cost of facility operations and revises operational methods for cost reductions.
Serves as project officer for construction projects for ATC facilities. Serves as a member of the Los Alamitos AAF Tenant Board and the Aviation Safety Council and Standardization Boards. Advises the Airfield Commander and staff on airspace policies and procedures that affect ATC operations.
Coordinates and establishes operations letters and letters of agreement with the FAA, Army and other agencies concerning ATC procedures. Ensures compliance with FAA, Army and other directives. Coordinates adjacent airspace use with the FAA and surrounding civilian airports.
Coordinates with the maintenance supervisor to ensure compliance with FAA, DOD and DA regulations for proper alignment and maintenance of ATC navigational aids. Provides administrative support for logistic and personnel requirements. Coordinates with the maintenance supervisor, FAA and other agencies to schedule flight checks and inspections of navigational aids and other ATC equipment.
Consults with maintenance supervisor, post engineers and other experts to ascertain operational status, accuracy and reliability of systems. Provides administrative guidance and coordination with other post agencies or staff personnel. Plans and assigns work of subordinates.
Assigns work to subordinate supervisors based on priorities, considering difficulty and requirements of the assignment and capabilities of employees. Gives advice, counsel and instruction to individual employees on both work and administrative matters. Makes decisions on work problems presented by subordinates and/or subordinate supervisors.
Prepares formal requests for filling vacancies or for additional personnel to meet workload requirements. Prepares formal requests and recommendations for promotions, reassignments, other status changes, and recognition/awards. Prepares position classification actions.
Approves and disapproves leave. Interviews candidates for positions, making selections for supervisory and nonsupervisory positions. Develops and trains subordinates, and is responsible for the air traffic controllers training and certification program, ensuring training program is in compliance with regulatory requirements.
Requests reclassification or discharge of controllers for inability to achieve or maintain certification standards. Establishes performance plans and rates performance of subordinate supervisors. Reviews evaluations prepared by subordinate supervisors.
Takes disciplinary measures, warnings and reprimands serious disciplinary cases of non-supervisory positions. Hears group grievances and serious complaints not resolved by subordinates. Implements management programs such as equal employment opportunity.

5; AR 40-8; 49 CFR Part 382, Subpart C (applies to fuel operators); TC 3-04.15 para 1-49 and 5-42 thru 5-47. * State Issued Driver's License: AR 95-2 Ch 10 - airfield management/operations, safety and electronics techs are required to perform various inspections around the airfield cantonment area daily on a daily basis. * Class IV Flight Physical: AR 40-501 Ch.
4; AR 95-2 para 4-4 and para 5-1; TC 3-04.15 para 1-121. Qualifications To qualify for this position, you must meet the Specialized Experience and Maximum Entry Age Requirement as described below: Specialized Experience is experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. GS-13 - Must have at least minimum of 12 months of continuous specialized experience equivalent to at least the next lower grade level (GS-12 or equivalent) to qualify.
Experience in a military or civilian air traffic facility that demonstrated possession of the knowledge, skills, and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules, and regulations. For Terminal Positions: Issuing control instructions and advice to pilots in the vicinity of airports to assure proper separation of aircraft and to expedite their safe and efficient movement.
This specialization also requires: * Ability to act decisively under stressful situations and to maintain alertness over sustained periods of pressure; * Skill to coordinate plans and actions with pilots and other controllers; and * Judgment to select and take the safest and most effective course of action from among several available choices. Supervisory Specialized Experience - Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
Maximum Entry Age Requirement - Under the provisions of 5 U.S.C. 3307, a maximum entry age has been established for Air Traffic Control Specialist (Terminal) positions. To be eligible, you must meet one of the following criteria: * You will not have reached your 36th birthday at the time of initial appointment.
* Preference-Eligible Veterans: You are a qualified preference-eligible veteran claiming an exemption from the maximum entry age restriction (DD-214/SF-15 required). * Prior Federal Service: You have prior federal civilian service in a covered Air Traffic Controller position (SF-50 required). EXPERIENCE REQUIREMENTS: Resume must have complete dates and hours worked per week for each occurrence of both civilian and military employment (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only will result in disqualification.

An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. - Control Tower Operator (CTO) or Air Traffic Control Specialist (ATCS) Certificate: required as minimum qualification for ATC positions; indicates applicant has completed initial ATC training and has demonstrated minimum skills/qualifications to perform ATC duties.
Initial ATC training is conducted by DoD (technical skills training) or the FAA- it is not conducted in ARNG ATC facilities. - Rotating Shifts: Airfield operating hours range from 16-24 hours per day, 5-7 days per week. All non-supervisory positions work rotating shift work in order to support published operational hours as well as occasional operations outside operating hours.
