In many organizations, 'echelon' denotes a rank or grade, and when combined with 'contractual,' it often describes employees or positions that are governed by a contract for a set period rather than permanent staff. These positions may have clearly defined duties, compensation, and terms of employment based on the contract and the echelon level. The exact definition and responsibilities can vary depending on the organization and industry.
