The Parallel Wireless Senior Technical Business Development Manager is a strategic leader responsible for driving growth within the U.S. Federal Business-with a focus on Open RAN 5G/6G cellular and heterogenous wireless communications, networking, sensing and RF technologies, and related emerging capabilities and applications. This role requires deep subject-matter expertise, a strong technical foundation, and proven experience leading the Federal/DoW full capture lifecycle. The successful candidate will shape customer requirements, build trusted relationships, and lead cross-functional teams to secure new business opportunities of significant impact.
Key Responsibilities:
  • Customer & Market Engagement:
  • Build, strengthen, and sustain relationships with current and prospective customers to enable ongoing and future business opportunities.
  • Engage with Department of War (DoW) and federal program offices to understand operational needs, shape emerging requirements, and position solutions early.
  • Lead and conduct opportunity analysis, competitive assessments, and customer needs evaluations to identify strategic opportunities.
  • Capture Leadership:
  • Manage all phases of the business development and capture lifecycle-from opportunity identification and tracking through planning, pursuit, proposal development, and contract award.
  • Develop capture strategies, win themes, customer hot-button messaging, and price-to-win approaches.
  • Generate capture plans, schedules, and key milestones to ensure on-time and compliant proposal submissions.
  • Lead internal pursuit reviews, gate reviews, and proposal development activities-including technical write-ups, teaming strategy, and bid alignment.
  • Partnerships & Strategic Growth:
  • Identify, evaluate, and pursue strategic partnerships, alliances, and joint ventures that strengthen competitive positioning and enable growth in priority markets.
  • Support marketing communications strategies, customer outreach, demonstrations, experimentation events, and trade shows to advance business development objectives.
  • Cross-Functional Leadership:
  • Lead and coordinate matrixed teams-including engineering, finance, contracts, program management, and proposal development-throughout the capture and proposal process.
  • Ensure full compliance with all government proposal requirements, policies, and acquisition regulations.
  • Travel:
  • Travel domestically (up to 30% time) to support customer engagement, opportunity shaping, and business development activities, with or without reasonable accommodation.

Required Qualifications:
  • Ability to obtain and maintain a U.S. government security clearance (which requires U.S. citizenship under federal law), or currently hold an active SECRET or TOP SECRET clearance.
  • Bachelor's or master's degree in electrical engineering or a related technical field, or equivalent relevant technical and professional experience.
  • Minimum of 4-6 years of demonstrated expertise with acquisition processes including BAAs, OTAs, IDIQ and other contract vehicles.
  • Strong technical and/or operational knowledge of wireless and networking technologies such as cellular Open RAN 5G/6G, tactical communications, mesh networking, advanced sensing, and RF solutions.
  • Lead complex capture efforts and manage multiple high-visibility initiatives with minimal oversight.
  • Excellent oral and written communication skills, with the ability to influence customers and internal stakeholders and build consensus.
  • Proficiency with Microsoft Office (Outlook, Excel, Word, PowerPoint, Access) and Microsoft Project; familiarity with CRM/sales tracking tools preferred.
