Job Description

ProSidian Seeks a FIN Travel Support Specialist (Full-Time) in located in The Hanford Tri-Cities Area (Kennewick | Pasco | Richland) to support an engagement for the US Dept. of Energy (DOE) Hanford in Eastern Washington (Tri-Cities - Kennewick | Pasco | Richland) Area. 

The ProSidian Engagement Team Members work to provide General Support Services Contractor (GSSC) assistance to support DOE Hanford [which consists of Richland Operations Office (RL), and Office of River Protection (ORP)] in support of the Govt's operations, personnel management, and general administration of regional operations at the Hanford Site in Richland, Washington.  ProSidian Consulting's work includes supporting DOE requirements for consulting support, acquisition support, program/project management support, operational/administrative business support, and environmental consulting support. 

It is also ProSidian's duty to protect all classified information, special nuclear material, and other DOE property and work in accordance with DOE security regulations and requirements to maintain responsibility for protecting all classified information and all classified matter (including documents, material and special nuclear material) which are in every Engagement Team Member's possession and in connection with the performance of work under this contract against sabotage, espionage, loss or theft.

AMB FIN Travel Support Candidates shall work to support requirements as a FIN Travel Support Specialist and provide FIN Travel Support services and support for the U.S. Department of Energy (DOE), Richland Operations Office (RL), Assistant Manager for Business and Financial Operations (AMB), Finance Division.  Experience with CONCUR Government travel system is a plus.

DOE - RL is committed to sound fiscal stewardship of funds and compliance with applicable federal and state laws. Guidance is provided for agency employees and non-employees who are traveling or entertaining on behalf of the agency.  FIN Travel Support Specialist shall work with the Agency's Concur Government Expense (CGE) Financial Intelligence System (FIN) and support processes and systems related to travel, meals, and entertainment expenses incurred on behalf of the Agency. 

ConcurGov provides a unified platform for all parties involved in the travel process - including travelers, preparers, certifiers, approvers, and federal agency travel administrators (FATAs).  Public sector organizations such as The DOE can manage travel transactions before, and as they occur to gain visibility and increase transparency into all travel spend. 

With Concur Travel the organization can:  configure solutions to align with internal and regulatory policies | integrate travel spend with other data to analyze transactions | gain complete audit transparency | capture all travel transactions.  All Agency employees and non-employees must obtain required approvals, stay within established expense limits, and comply with other requirements established in this policy.

FIN Travel Support Specialist shall provide support in the following areas:

  • Assist with Federal Agency Travel System Administration for the Concur Government Edition (CGE) Travel System;
  • Assist with travel processing (customer service to travelers, secretaries processing travel, liaison to travel management contractor) and performance reporting;
  • Assist with tracking and coordination of training.
  • Assist with Federal Agency Travel Charge Card program coordination (assist with activation, deactivation, and closing accounts);
  • Assist with Government Travel Charge Card statement reconciliation;
  • Assist with financial database reconciliation and clean up, including a) CGE to the Standardized Accounting and Reporting System (STARS), and b) Budget Execution Reporting Tool (BERT) to STARS;
  • Assist in the data retrieval and analysis required for financial statement preparation (e.g. Undelivered Orders (UDO) balance reviews, 2108 support documents);
  • Assist with end of the month (EOM), end of the quarter (EOQ), and end of year (EOY) contractor invoice/cost and property file postings and other related reports;
  • Support various FIN and Budget systems, such as STARS, BERT, CGE, and the DOE Financial Accounting Support Tool (FAST);
  • Assist with Conference Management  processing;
  • Assist with payments coordination and agency program coordination;
  • Provide support for updates to supplier records, banking, new purchase orders, and employee records in STARS;
  • Assist with the execution of reservation/obligation of funds for contracts.
  • Assist with shared area organization and maintenance.
  • Deliver reports and presentation materials.
  • Provide results of financial/information analysis.
  • Communicate effectively with all levels of contractor and government staff; and
  • Keep FIN management advised of work progress, new issues, concerns, and other areas of significance.
Qualifications

The FIN Travel Support Specialist shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Powerpoint) and related tools and technology required for the position.  Work products shall be thorough, accurate, appropriately documented, and comply with established criteria.

FIN Travel Support Specialists shall possess the following minimum qualifications:

  • Associates Degree or equivalent three years of relevant experience.
  • Bachelors in business or related field; preferred.
  • One year of experience with CONCUR travel system
  • Business experience in applying analysis techniques, performing various types of review, developing process improvements, and using automation tools.
  • Experience with multiple financial systems; preferred.
  • Experience with CONCUR Government travel system; preferred.
  • Federal Acquisition Regulations (FAR) related to travel experience; preferred.
  • Knowledge of Department of Energy Acquisition Regulations (DEAR); preferred
  • Federal Travel Regulations (FTR) knowledge and experience; preferred.
  • Ability to quickly learn new financial and software systems (i.e.  STARS, BERT, CGE, Conference Management, and VIAS Systems).
  • Sufficient ability in this area shall allow FIN Travel Support Specialist personnel to use these systems autonomously with minimal interface. 
  • Knowledge of Federal Government and DOE accounting policies and procedures; preferred.
  • Ability to work with contractor and government personnel in problem-solving and formulating strategies.
  • Effective communications skills, customer service skills, and ability to build effective work relationships.
  • Ability to independently perform multiple tasks with dynamic priorities.
  • Ability to create various types of performance status reports.
  • Knowledge of Hanford Site mission, activities and priorities; preferred.
  • Must be a U.S. citizen

Work products shall be thorough, accurate, appropriately documented, and comply with established criteria.

TRAVEL:  Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.

LOCATION:  Work shall be conducted at the Department of Energy - Richland Operations Office, The Hanford Site, and Richland, WA.One year of experience with CONCUR travel system.
