Job description

ICF is seeking an experienced Contracts Manager to lead a team of contract administrators in a growing and dynamic group with a broad client base in state, local and commercial contracts, with occasional federal contracts. The ideal candidate will have management experience, a great attitude, a keen eye for detail, be flexible, and willing to think "outside the box". He/she must be comfortable with 1) customer interaction, 2) working with geographically diverse internal/external customers and management, 3) have extensive experience independently leading the development of and responsibility for business/price proposals, 4) performing hands-on contract administration, and 5) managing a team of contracts administrators.
The candidate will have the opportunity to work with senior management in the department as well as company-wide leadership teams. This position can be based out of any ICF office in the United States with the requirement that you will need to work primarily East Coast business hours.
This position is 100% Remote in the 48 contiguous United States. Candidates in the Reston, VA area will be on a hybrid schedule at our corporate headquarters. Infrequent travel to other ICF offices or customer locations may be required.
Key Responsibilities:
  • Ability to independently handle multiple proposals negotiations, contract award and administration of the resultant contracts in a fast-paced environment.
  • Establish effective working relationships with senior account leaders and program team members. Understands both strategic and operational goals and translates them into effective contracting practices.
  • Independently develops business/price volumes to address requirements and mitigates risk consistent with sound business practices, company policies, and government regulations.
  • Proactively assesses critical contract obligations and contract provisions, to include gaps and risks.
  • Advises on contract revisions to better meet the needs of the Client and ICF
  • Notifies management and appropriate Program Management of potential non-compliance and other problems that could have an adverse impact on the company, specifically advising on contractual rights and obligations, interpreting terms and conditions and government regulations.
  • Leads the proper coordination of various types of agreements and other contract/legal documents with other corporate functions, such as accounting, legal, tax, etc.
  • Manages and reviews work products in an ever-changing environment, supporting activities in diverse markets.
  • Maintains own portfolio of active projects.
  • Delegates workload among assigned team members to ensure effective and efficient support to proposal and program teams.
  • Leads business volume reviews to ensure team's compliance with solicitation requirements and corporate policies.
  • Provides leadership and oversight of assigned team members to develop negotiation, cost/price proposal and contract administration skills and build upon skillsets of the team to ensure growth and development of each individual member.
  • Ensures proactive maintenance of contracts documentation consistent with established ICF practices.
  • Ability to independently handle multiple priorities effectively.

Basic Qualifications:
  • 5+ years of experience in contracts administration
  • 3+ years of management/supervisory experience
  • 5+ years of experience with state and local, regulatory frameworks, and client procurement requirements
  • 3+ leading and writing business/price volume proposals

Preferred Skills/Experience:
  • Bachelor's Degree
  • Experience supporting MSAs, IDIQs, GWACs, or BPAs
  • Experience working with a wide range of clients (Commercial, U.S. Government agencies and State and Local)
  • Working knowledge of the Federal Acquisition Regulation (FAR) and other federal regulations
  • CFCM and/or CPCM

Professional Skills:
  • Excellent oral and written communications
  • Strong attention to detail and the ability to multi-task in a dynamic environment
  • Extensive experience and skills with various computer programs required (e.g. Word, Excel, PowerPoint)
  • Ability to build solid business relationships with both internal and external customers.
  • Proactive attitude in providing guidance and advice to project teams, as well as to the contracts team.
  • Strong analytical and problem-solving skills

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$98,614.00 - $167,644.00
