Summary:
The Senior Project Manager will serve as the primary point of contact for FEMA and will be responsible for overall contract performance, personnel management, task-order execution, quality control, schedule compliance, and financial oversight. This individual must be capable of managing multiple concurrent projects supporting FEMA grant programs and coordinating multidisciplinary teams in a fast-paced, disaster-response environment.
Responsibilities
Essential Job Functions:
- Serve as the primary liaison between FEMA, Goldbelt Professional Services, teaming partners, subcontractors, and project personnel.
- Provide overall leadership and management for GPATS contract and task-order activities.
- Manage project scope, schedules, staffing, budgets, deliverables, risks, and performance requirements.
- Develop and maintain project management plans, staffing plans, work breakdown structures, schedules, and performance reports.
- Ensure all deliverables are accurate, timely, compliant, and responsive to FEMA requirements.
- Coordinate technical assistance supporting FEMA grant programs, including preparedness, mitigation, recovery, resilience, and emergency management initiatives.
- Assign and supervise project personnel across multiple locations and functional areas.
- Manage the rapid mobilization and deployment of personnel in response to disasters, emergencies, and changing FEMA requirements.
- Monitor labor utilization, expenditures, subcontractor performance, and overall task-order profitability.
- Conduct regular project reviews and provide status reports to FEMA and company leadership.
- Identify project risks, develop mitigation strategies, and promptly resolve performance issues.
- Implement and maintain quality assurance and quality control procedures.
- Ensure compliance with all contract requirements, applicable federal regulations, FEMA policies, and company procedures.
- Support the preparation of task-order responses, staffing plans, cost estimates, technical approaches, and transition plans.
- Coordinate with corporate leadership, contracts, finance, human resources, recruiting, security, and operations departments.
- Maintain complete and accurate project documentation suitable for federal review and audit.
- Promote effective communication, accountability, teamwork, and customer service throughout the program.
Qualifications
