Duties
Help
  • You will conduct initial awardee conferences to clarify standard and special provisions of contracts, grants, and other awards.
  • You will approve or disapprove awardees' requests for payments.
  • You will review findings of auditors and assist in the resolution of differences between audit findings and ktr claims.
  • You will conduct exit conferences.
  • You will coordinate activities of system reviews with the Property and Purchasing Systems Managers.
  • You will assist in or conduct negotiations wit the ktrs.
  • You will close out completed awards in accordance with policy.
  • You will perform cost and price analysis on proposals, e.g., those involving changes, mods, extensions or final settlements.
  • You will review and analyzes proposed subcontracts, consenting or withholding consent to their placement.
  • You will negotiate award admin mods or other documents, including those for the deobligation of funds.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11/12) or pay band (NO-03) in the federal service or equivalent experience in the private or public sector Specialized experience must be demonstrated in the following: 1) Performing the full range of contract administration functions (e.g., closeout, voucher reviews, executing modifications); 2) Performing audit resolution as contracting officer, 3) Supporting business process improvement, and 4) Conducting pre-award risk reviews or responsibility checks.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
