Overview

The Organizationย is modernizing critical workforce and operational systems to improve mobility, usability, and scalability. We are seeking an experienced Senior Oracle APEX Developer to support the modernization of legacy Oracle Forms/Reports applications, beginning with the Deviation Slips project, and to contribute to several upcoming initiatives.

This role is hands-on and delivery-focused, requiring strong Oracle APEX, PL/SQL, and reporting expertise, along with experience integrating modern applications with legacy systems.


Key Responsibilities
  • Modernize and migrate Oracle Forms/Reports applications to Oracle APEX.

  • Design and develop secure, responsive, and scalable APEX applications (APEX 22.x or later).

  • Write, optimize, and maintain complex SQL and PL/SQL code.

  • Develop dashboards and reports using Power BI and Oracle BI Publisher.

  • Integrate APEX applications with REST APIs, Oracle databases, and legacy Oracle Forms (until decommissioned).

  • Implement authentication, authorization, performance tuning, and security best practices.

  • Support CI/CD pipelines using Git and Azure DevOps.

  • Conduct impact analysis, capacity planning, and performance troubleshooting.

  • Support QA, UAT, production deployments, and ongoing operational support.

  • Collaborate with business stakeholders, project managers, and technical teams.

  • Produce technical documentation, provide user support, and deliver knowledge transfer and training.


Required Qualifications
  • 5+ years of hands-on Oracle development experience, including Oracle APEX and PL/SQL.

  • Strong experience with Oracle APEX 22.x or later (REST services, Dynamic Actions, security).

  • Advanced SQL and PL/SQL performance tuning skills.

  • Experience with Oracle Database 12c/19c.

  • Proven experience migrating Oracle Forms 12c applications to APEX.

  • Experience developing reports with Power BI and Oracle BI Publisher.

  • Strong knowledge of REST APIs, JSON, and XML.

  • Experience using Git and Azure DevOps for source control and deployments.

  • Excellent analytical, troubleshooting, and communication skills.


Preferred / Nice-to-Have Skills
  • Experience with Oracle Fusion Middleware.

  • Familiarity with responsive UI/UX design in APEX.

  • Experience supporting government or large enterprise systems.

  • Exposure to CI/CD automation and DevOps best practices.
