DESCRIPTION
The Orange County Fire Authority (OCFA) is currently recruiting to fill one (1) vacancy for the position of Business Analyst within our Property Management Division to support and enhance physical security infrastructure. This recruitment will be used to fill the current vacancy and establish an eligibility list for future vacancies.
CLASS SUMMARY
Incumbents are responsible for performing professional level analytical support to management in special projects and day-to-day operations, including analyzing, planning and coordinating business process improvements, strategic projects and studies, new program implementations, automation improvements and general business analytics.
DISTINGUISHING CHARACTERISTICS
The Business Analyst is the second level in a three level management analyst series. The Business Analyst is distinguished from the Management Assistant by its professional level analytical responsibilities. The Business Analyst is distinguished from the Management Analyst, which has management responsibilities.
ESSENTIAL FUNCTIONS
(These duties are intended to be representative sample of the duties performed by the class.)
  • Performs project, system, policy and/or procedural analysis, which includes: conducting research; determining and raising pertinent issues; summarizing findings; presenting results; and, performing other related duties
  • Analyzes business environments; evaluates, develops, and documents emerging business practices, strategies and standards; analyzes and recommends business process improvements; conducts cost benefit analyses on proposed improvements and/or makes decisions regarding feasibility; prepares related reports, proposals and/or presentations
  • Performs needs assessment and recommends or develops systems improvements; defines and develops related end-user training requirements; prepares related documentation
  • Coordinates, plans and manages moderately complex projects related to strategic initiatives, business process improvements, program improvements or implementations, automation improvements
  • Leads, coordinates, plans and/or participates in/on a variety of meetings, committees, project teams and/or other related groups
  • May supervise the operations and project plan preparation and execution in assigned area of responsibility
  • Produces, processes and/or analyzes a variety of information, data and/or studies in assigned area of responsibility
  • Provides moderately complex level support in assigned area of responsibility

  • Overseeing, administering and updating websites and other centralized documentation repositories
  • Developing performance standards and benchmarks; monitoring, researching and reporting actual performance
  • Developing policies and procedures in assigned area of responsibility
  • Researching and analyzing complex data related to current and future service delivery
  • Analyzing documents to identify potential impacts on the Authority

Examples of activities:
  • Monitor, evaluate and improve information quality and distribution
  • Coordinate projects and initiatives within OCFA Departments/Divisions or Sections, partner agencies and the general public; interact with a variety of customers including city staff, volunteer organizations, public safety agencies, home owners, business owners, architects, engineers, consultants, etc.
  • Serve as systems coordinator for various database systems, work management systems, reporting software and other software, as required within the assigned Department, Division or Section
  • Communicate and coordinate automation needs and implementation with Information Technology Section and software development vendors

MINIMUM QUALIFICATIONS
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
EDUCATION (position requirements at entry):
  • Bachelor's Degree in Business Administration, Information Systems, or related field.

EXPERIENCE (position requirements at entry):
  • Minimum of one (1) year of related analytical and/or project management experience

LICENSES AND CERTIFICATION (position requirements at entry):
  • Possession of a valid California Class C Driver License is required at time of appointment. This classification is subject to enrollment in the California DMV Pull Notice Program, which periodically provides Risk Management with the incumbent's Driver License record and status.

HIGHLY DESIRED QUALIFICATIONS:

Merit Salary Increases
Employees are eligible for a merit salary increase (1 to 4 steps) at their six-month review date, and annually thereafter based upon work performance until step 12 of the salary range is reached.
