Job description

Purpose and Impact:

This position is contingent upon award of contract, business needs, and funding availability. We are seeking an Expert-Level Intelligence Planner to support Air Combat Command and the 363d ISR Wing at JBLE, VA to provide advanced intelligence planning and analytic support across joint operational planning environments. This role is critical to integrating Defense and National intelligence capabilities-including advanced analysis, targeting, training and tactics development, and airborne cryptologic operations-into comprehensive operational planning efforts supporting global mission requirements.

The selected candidate will serve as a senior advisor and integrator, delivering strategic-level insight, enabling joint warfighting functions, and supporting campaign, deliberate, crisis, and time-sensitive planning within the Joint Operations Planning and Execution System (JOPES) framework.

Essential Responsibilities:

  • Conduct global, enterprise-wide intelligence analysis to identify and evaluate emerging and existing threats.
  • Apply advanced analytical principles to intelligence analysis, tactics and training development, targeting, and airborne cryptologic operations within joint warfighting constructs.
  • Integrate intelligence capabilities into joint operational planning processes across DoD mission sets.
  • Contribute to campaign planning, deliberate planning, crisis response, and time-sensitive operations.
  • Provide red teaming support and conduct intelligence feasibility assessments during planning cycles.
  • Develop and validate Tactics, Techniques, and Procedures (TTPs) for target systems analysis and target materials production, adversary weapons systems and tactics analysis, intelligence support to aircrew training and airborne cryptologic support to Air Force Special Operations Forces.
  • Provide strategic advice and technical guidance to senior defense planners and policymakers (including General Officer/senior executive-level leadership)
  • Coordinate across air component operations, intelligence elements, and external stakeholders to resolve tasking priorities.
  • Oversee development and execution of training, certification, and mission qualification programs.

Work Environment, Physical Demands, and Mental Demands:

The position supports sensitive ISR operations and demands strict adherence to IC analytic standards, information security requirements, and professional ethics.

Minimum Requirements (Knowledge, Skills, and Abilities):

  • Deep understanding of Air Force and Joint targeting doctrine, processes, and production standards
  • In-depth knowledge and understanding of military decision-making and JOPES process
  • Proven ability to define complex intelligence problems and lead analytic studies, develop and execute advanced analytic methodologies and tradecraft, and provide strategic-level recommendations and solutions
  • Demonstrated understanding of Air Force & Intelligence Community ISR mission, analytic processes and tradecraft.
  • Proven ability to lead large, complex intelligence programs and cross-functional teams
  • Experience with kinetic and non-kinetic effects planning and integration
  • Extensive experience in providing strategic guidance and technical expertise to senior Air Force leaders and policy makers (General Officer/SES-level)

Additional Requirements:

  • Willingness to comply with all DoD, Air Force, and Intelligence Community policies and conduct standards.
  • Ability to complete and maintain required training throughout contract performance.
  • Availability for CONUS and OCONUS support as mission requirements dictate.
  • Contractor responsible for maintaining required qualifications and certifications unless Government-directed.
  • Ability to obtain and maintain required program, system, and facility access.

Security Clearance Required:

  • TS/SCI eligibility with a favorable Tier 5 (T5) investigation

Minimum Education:

  • Master's degree or a Bachelor's degree with an additional five years of relevant expert-level experience (for a total of 20 years' experience in lieu of a Master's degree).

Minimum Years of Experience:

  • 15 years of relevant intelligence planning, ISR operations or related mission areas, with at least a portion of the experience within the past two (2) years.

Preferred Qualifications:

  • Prior experience supporting 363 ISRW mission sets
  • Prior Wing, NAF, MAJCOM or Air Operations Center (AOC) experience
  • Graduate of Air Force Combat Targeting Course or Joint Targeting School
  • Familiarity with airborne cryptologic operations mission
  • Previous RED FLAG or AGILE FLAG exercise experience
