We have an exciting opportunity for a Manager of Contracts supporting the Advanced Integrated Surface Sensors (AISS) sub-strategic business unit within the Advanced Technology organization.
Reporting to the Senior Manager, Contract Portfolio Lead, the selected individual will serve as the Contracts Manager for a recently awarded major execution program within Raytheon for Radar & Sensor development/integration including its competitive follow-on phases, as well as manage a vast and complex portfolio of contracts and proposals across the Advanced Technology landscape. Key responsibilities include providing strategic contractual guidance and partnering with internal and external stakeholders to address a wide range of business, contractual, and programmatic matters.
You will need to utilize regular application of strong business acumen and subject matter expertise to understand program performance requirements, develop contractual and negotiation strategy, provide guidance, and influence results in support of program and financial objectives. Additionally, the Manager, Contracts is required to work closely with Program Management leadership, the Office of General Counsel, and cross-functional peers in support of program gate reviews, program management reviews, business strategy sessions, proposal reviews, risk management activities, and all other contractual related matters affecting the portfolio.
The successful candidate will work with both internal and external customers to ensure successful program performance and influence outcomes to achieve desired results. The successful candidate must have a track record of success managing sophisticated contracts, familiarity with legal terms, attention to detail, leadership aptitude and be a self-starter.
The successful candidate will be expected to have the prerequisite skills and experience to represent Raytheon with minimal oversight on significant transactions while having the ability to develop and maintain trusting relationships internally and externally.
What You Will Do:
  • Analyze Requests for Proposals (RFPs) and Broad Agency Announcements (BAAs), proposal reviews and coordination, contract negotiation, support program management and executive reviews, and general contract administration.
  • Work closely with the Portfolio Directors, Program Managers, Engineers, Finance, and Supply Chain to manage the successful execution of contracts.
  • Identify, mitigate, and drive resolution of contractual issues as they may arise.
  • Ensure that negotiated terms and conditions comply with company policies.
  • Provide guidance regarding contractual and business issues, rights and obligations, and possible mitigation of contractual and programmatic risks.
  • Establish and maintain effective working relationships with customers and internal partners.
  • Interface with customers for correspondence, contractual changes, and contractual issues.

Qualifications You Must Have
  • Typically requires a University Degree or equivalent experience and minimum 8 years prior relevant experience, or an Advanced Degree in a related field and minimum 5 years' experience
  • Experience in US Government Contracting, Federal Acquisition Regulation (FAR), and Defense Federal Acquisition Regulation Supplement (DFARS)
  • Experience related to full cycle contracts management

Qualifications We Prefer
  • An active transferrable Top-Secret clearance
  • Experience in working in classified environments
  • Contractual acumen with demonstrated proficiency in contract fundamentals
  • Familiarity with Other Transaction Agreements, Intellectual Property, license agreements, or teaming agreements
  • Experience managing development contracts in a fast-paced competitive environment
  • Proven record of responsiveness with strong time management and organizational skills

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.
