Job description

Job Summary Under general direction, is responsible for managing the maintenance and repair of City vehicles, heavy-duty trucks, and construction equipment at assigned service center. Working conditions are primarily inside an office and shop environment. Exercises direct supervision over assigned staff.

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason. Work Location Southeast Service Center - 1318 Southeast Loop 410 San Antonio, TX 78220 Work Schedule 6:00 AM - 3:00 PM Monday - Friday Essential Job Functions Interviews, selects, supervises, develops, and if necessary, counsels personnel according to established COSA policies, procedures, and guidelines.

Develops goals and objectives, establishes work schedules, and implements policies and procedures. Develops quality objectives including metrics for minimizing vehicle and heavy equipment downtime. Administers and coordinates the leasing, maintenance and repair of the City's vehicle fleet.

Develops and implements a preventative maintenance schedule for vehicles and heavy equipment at assigned service centers. Ensures adherence to the maintenance schedule and monitors preventative maintenance and repairs performed at assigned service centers. Ensures that City and vendor comply with contract terms and conditions.

Builds relationships with City vendors to ensure contract compliance and may inspect vendors' work to ensure completion of repairs. Has full responsibility for City Contract compliance Recommends labor rates for maintenance and repair work on heavy equipment. Assists with budget preparation.

Assists other City departments with the selection of large vehicles and heavy equipment. Evaluates and recommends acceptance of bids for purchase of off- road and heavy equipment. Evaluates and recommends annual contract bids for parts and service.

Oversees maintenance of tools, supplies, and parts. Coordinates orders of stock and tools as needed to ensure work efficiency and effectiveness. Performs related duties and fulfills responsibilities as required.

Job Requirements High school diploma or GED equivalent (recognized by the Texas Education Agency or a regional accrediting agency). Eight (8) years of experience in the heavy equipment mechanic trade, including three (3) years of automotive repair shop supervisory or management experience and two (2) years as in a lead role. Valid Class 'C' Texas Driver's License.

Applicant Information Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

Knowledge, Skills, and Abilities Knowledge of accounting principles and procedures. Knowledge of fleet operations and procedures. Knowledge of fleet management principles, procedures, and practices.

Knowledge of vehicle and equipment preventative maintenance and operational procedures, techniques and methods. Knowledge of vehicle and construction equipment utilization. Knowledge of principles and practices of supervision, training, and personnel management.

Skill in utilizing a personal computer and associated software programs. Ability to operate a computer keyboard and other basic office equipment. Ability to establish and maintain effective working relationships with City staff and the general public.

Ability to analyze vehicle and equipment faults and modify repairs and preventative maintenance procedures to affect solutions. Ability to forecast the City's vehicle and heavy equipment needs. Ability to direct the activities of a large number of employees Ability to communicate clearly and effectively.
