The Director, Database Management leads the strategic oversight, operational excellence, and cloud modernization of our enterprise healthcare data platforms. You will manage a strategic vendor team responsible for Oracle operations, support, and development. This role requires 15+ years of data experience, sharp healthcare business acumen, and an ironclad commitment to regulatory compliance (HIPAA, SOX).

Core Responsibilities

Vendor & Operational Management

  • Manage Vendor Teams: Oversee a strategic partner vendor team handling 24/7 Oracle DBA operations and production support.

  • SLA Enforcement: Establish, monitor, and enforce strict SLAs for system uptime, data availability, and incident resolution.

  • Development Oversight: Guide vendor engineering resources on Oracle database enhancements, performance tuning, and PL/SQL development.

Data Architecture & Migration

  • Pipeline Engineering: Oversee robust ETL/ELT pipelines ingesting data from Oracle, Snowflake, and varied healthcare data streams into target analytics engines.

  • Modernization: Define the future-state data architecture, ensuring continuous data availability during critical cloud transitions.

Compliance, Governance & Security

  • Healthcare Compliance: Architect and maintain data environments that strictly adhere to HIPAA regulations to protect Protected Health Information (PHI).

  • Global Privacy: Ensure all data pipelines, storage systems, and cloud environments comply with data privacy and sovereignty.

  • Financial Controls: Implement and audit rigorous data controls, access logging, and lifecycle management to satisfy SOX compliance requirements.

Healthcare Business Alignment & Leadership

  • Functional Alignment: Translate complex healthcare business workflows (clinical operations, payer/provider relations, patient analytics) into technical data requirements.

  • Stakeholder Management: Serve as the primary IT liaison to executive business leaders, medical officers, and data governance boards.

  • Budgetary Ownership: Manage the total cost of ownership (TCO) for database infrastructure, rising cloud consumption, licensing costs and vendor contracts.

Qualifications

Experience & Education

  • Experience: Minimum 15 years of progressive experience in enterprise data engineering, database administration, and data architecture.

  • Industry Domain: Deep experience working within the healthcare, pharmaceutical, or health tech sectors with a strong grasp of healthcare data models.

  • Leadership: At least 5 years in a formal manager-level role managing external global vendors and cross-functional engineering teams.

  • Education: Bachelor's degree in computer science, Health Informatics, Management Information Systems, or a related field (master's preferred).

Technical Competencies

  • Databases: Expert-level knowledge of Oracle Database administration, architecture, and performance optimization.

Leadership & Compliance Skills

  • Regulatory Mastery: Advanced knowledge of data governance frameworks tailored to HIPAA, PHI and SOX environments.

  • Geographic Presence: Ability to travel to work out of our Richmond, VA offices as required by our hybrid model.

  • Cloud Data Migration: Drive strategy, road mapping, and execution of migrating massive datasets from Snowflake and Databricks into Google Big Query.

  • Cloud Ecosystems: Deep, practical experience managing workloads inside Snowflake, Databricks, and Google Cloud Platform (Big Query).
