Position Summary
The Development Manager is responsible for planning, coordinating, and managing affordable housing development and redevelopment projects from concept through completion. This position oversees project feasibility, design, construction, and stakeholder coordination to support the Housing Authority's mission of providing safe, quality, and affordable housing opportunities and will report to the Executive Director.
The Development Manager works closely with municipal agencies, architects, engineers, contractors, consultants, lenders, investors, and community stakeholders to ensure projects are delivered on schedule, within budget, and in compliance with applicable regulations.
Essential Duties and Responsibilities
Project Development & Management
- Identify and evaluate potential development and redevelopment opportunities.
- Conduct site assessments, feasibility studies, market analyses, and due diligence investigations.
- Manage all phases of development projects from acquisition through occupancy.
- Develop and maintain project schedules, budgets, and financial projections.
- Coordinate project teams including architects, engineers, consultants, contractors, and legal counsel.
- Monitor project performance and implement corrective actions when necessary.
Construction & Design Oversight
- Participate in design review and value engineering processes.
- Coordinate permitting and entitlement activities.
- Monitor construction progress and review contractor pay applications.
- Participate in construction meetings and site inspections.
- Manage project closeout and warranty processes.
Stakeholder Relations
- Serve as a liaison with local governments, community organizations, and neighborhood groups.
- Present project information to boards, commissions, and governing bodies.
- Prepare reports and presentations for executive leadership and the Board of Commissioners.
- Foster collaborative relationships with development partners and community stakeholders.
Compliance & Administration
- Ensure compliance with federal, state, and local housing regulations.
- Maintain accurate project records and documentation.
- Prepare periodic project status reports.
- Monitor risk management and regulatory requirements throughout project lifecycles.

Minimum Qualifications
Education
Bachelor's degree from an accredited college or university with major course work in Real Estate Development, Urban Planning, Business Administration, Construction Management, Architecture, Engineering, or related field.
Experience
- Five to seven years of progressively responsible experience in real estate development, affordable housing, construction management, project management, or related field.
- Experience managing multiple projects simultaneously.
- Experience with affordable housing financing programs preferred.

- Certified Housing Development Finance Professional (HDFP)
- Project Management Professional (PMP)
- Certified Commercial Investment Member (CCIM)
- LEED Accreditation
- Certified Public Housing Manager (PHM)
Physical Requirements
- Frequent computer work.
- Ability to attend meetings and public presentations.
- Ability to visit construction sites and housing properties.
- Occasional lifting up to 25 pounds.
- Valid driver's license and ability to travel locally.
