Job description

Job Summary

The Substance Use Disorder Prevention Coordinator (SUDPC) is responsible for network management of substance use disorder prevention services for OCHN. This includes collaborating with other OCHN departments on needs assessment, procurement, contracting, budgeting and service reimbursement of network SUD prevention providers. The SUDPC educates, monitors and provides technical assistance to network provider leadership and staff. The SUDPC is responsible for receiving, reviewing and processing incoming invoices in an efficient and timely manner. The SUDPC assists with development of the strategic vision and plan for SUD services.

Essential Functions

  • Leads the communication, coordination, implementation and management of service planning, initiatives, projects, and contract requirements on behalf of OCHN with the SUD Prevention Services Provider Network.
  • Serves as the contact person/liaison for the SUD Prevention Providers
  • Leads SUD Prevention Provider meetings
  • Performs a wide variety of administrative functions utilizing MDHHS required systems, e.g., Michigan Prevention Database Service, EGrAMS, etc.
  • Provides timely written reports based on federal, state, local and OCHN requirements
  • Participates in the development/revision of monitoring tools; conducts annual site visits as well as annual program reviews, providing recommendations for improvement, and developing then communicating corrective action plans as needed. Represents OCHN Participating in workgroups, committees and meetings that are organized on the State, local and internal OCHN level.
  • Collaborates with other OCHN departments to ensure prevention services are delivered according to Federal and State requirements, preparing e.g., RFPs, contracts, budgets, etc. for OCHN’s SUD Prevention services.
  • Assures Prevention Providers receive timely updates regarding contract/grant requirements, project implementation, and other pertinent service delivery information.

  • Receives, reviews and processes incoming invoices in a timely manner.

  • Assures feedback and information from Prevention Providers including any requests or challenges to service delivery are received, considered, and brought to leadership as needed.

  • Advances the principles of Evidence-based or Best Prevention practices including the evaluation of outcomes and service recipient satisfaction.

  • Coordinates the development and implementation of services for special populations and in targeted areas of Oakland County including research, training, project evaluation/outcome analysis, and seeking stakeholder input.

  • Leads identification and resolution of Prevention systems issues identified by the public, Providers, members of the SUD Team, or other OCHN Teams including communicating relevant information, analyzing data/trends, making recommendations, and ensuring development and evaluation of improvement plans.

  • Coordinates identification, development, and implementation of needed training to ensure that Prevention Provider staff have the necessary skills to provide quality services and outcomes.

  • Collaborates with the Procurement Team in the development of contracts for designated population groups, as well as the evaluation of performance for contract continuation, including outcome measures, trends, business and financial practices, quality indicators, etc.

  • Analyzes system data, identifies trends, monitors service utilization within geographic areas and populations served.

  • Collaborates with IT team to develop and analyze service outputs for program evaluation.

  • Reviews, analyzes, and makes recommendations regarding Prevention Provider output, financial and any other required contract-related reports.

  • Responds to SUD Prevention Provider issues/complaints.

  • Additional duties as assigned.

Education

  • Master's degree in relevant discipline. Or a Bachelor Level Degree in the Human Service Field.

Training Requirements

  • One of the following is preferred:
    • Michigan Certification Board of Addiction Professionals’ (MCBAP) credential: Certified Prevention Specialist or Certified Prevention Consultant (CPC)
    • - Or - timely in a MCBAP CPS or CPC Development Plan
    • -Or CHES

Experience Requirements

  • Experience with applicable federal and MDHHS Prevention services regulations and requirements.

  • Basic knowledge of principles of SUD Prevention.
  • Minimum of three years of experience in SUD prevention.

  • Experience in project, grant, or contract management.

Preferred Experience

  • Knowledge and experience in the publicly funded SUD prevention services delivery system and requirements.

Additional Information

  • Must have available means of transportation to and from OCHN and for required offsite meetings or site visits.
