Job Title: Program Manager - Senior (contingent 045)
Job Summary:
The Senior Program Manager will manage a complex biometric acquisition, fielding, sustainment, software, cloud, cybersecurity and logistics support effort.
This PM will lead and manage all aspects of operational tasks both CONUS and OCONUS and ensure contract compliance. Must have expertise in schedule, quality, budget, risk, configuration, and requirements management.
The Program Manager will be responsible for ensuring compliance with government contracting regulations, particularly FAR/DFARS, and overseeing all operational facets, including international support agreements and logistics.
Key Responsibilities:
  • Lead and manage comprehensive operational orders, ensuring adherence to terms, conditions, and performance work statement (PWS) requirements.
  • Develop and implement program management plans, including schedules and resource allocation strategies.
  • Recruit, train, and manage personnel across both CONUS and OCONUS locations, ensuring team effectiveness.
  • Manage project budgets, ensuring all financial activities comply with contract terms and remain within scope.
  • Oversee invoicing, financial reporting, and cost control measures to maintain fiscal responsibility.
  • Identify, assess, and mitigate program risks across technical, schedule, cost, and operational domains.
  • Ensure compliance with host nation laws, regulations, and security protocols in OCONUS settings.
  • Implement and enforce robust security measures for personnel, data, and equipment in potentially austere or high-risk environments.
  • Coordinate with military and diplomatic entities to facilitate OCONUS operational support and security.
  • Serve as the primary point of contact for the Contracting Officer's Representative (COR), maintaining effective communication and reporting.

Qualifications:
  • Proven experience in program management within government contracting, especially related to OCONUS operations.
  • Strong written and verbal communication skills, with the ability to convey complex information clearly and concisely.
  • Deep understanding of the acquisition lifecycle and relevant government contracting regulations (FAR/DFARS).
  • Familiarity with Army-specific procurement processes, logistics, and international support agreements is highly preferred.
  • Experience within the Department of Warfare (DoW) or interagency biometrics collections communities is a plus.
  • Strong leadership and team management skills, especially in high-pressure environments.
  • Ability to develop and maintain effective working relationships with key stakeholders, both internal and external.

Education and Experience:
  • Bachelor's degree in a relevant technical or managerial field; Master's degree preferred.
  • 15 years of program/project management experience, including in OCONUS contexts.
  • Required Project Management Professional (PMP) or DAWIA Advanced Level in Program Management.
  • Secret security clearance is required.
