Financial Analyst - Consulting Engineering Focus
At HRG, we pride ourselves on being an employee-owned, nationally recognized consulting engineering, planning, and infrastructure solutions firm.
We are actively seeking a Financial Analyst with local government and authority consulting experience to join our Capital Solutions team. The ideal candidate may be located in Pennsylvania, preferably in the greater King of Prussia, Harrisburg, or Pittsburgh areas. The Financial Analyst supports municipalities, authorities and utilities with expertise in municipal finance, budgeting, utilities management and capital planning. This role applies that expertise to develop utility rate/cost-of service studies, debt management solutions, fiscal policies and financial analyses that guide infrastructure investment and strengthen long-term financial health.
Key Responsibilities:
  • Financial Strategy and Analysis:
    • Develop and support annual budgets, benchmarking tools and fiscal policy frameworks for municipalities, authorities and/or utilities
    • Evaluate and model the financial impacts of projects on both capital and operating budgets
    • Design and implement financing strategies, including long-range capital planning, debt management and alternative revenue generation opportunities
    • Support clients in rate setting, cost-of-service studies, rate analyses, revenue forecasting and long-term financial planning
    • Conduct and support capital charge studies (e.g., tapping fees) to ensure fair and sustainable utility financing
    • Assist in utility valuation, sale and lease analyses, providing data and financial insights that support decision-making
    • Monitor legislative, economic and policy developments at the local, state and federal levels to identify potential impacts and opportunities for client funding, compliance and strategic planning
  • Capital and Program Planning:
    • Prepare, update and manage asset management plans and/or capital improvement programs, with an emphasis on long-range infrastructure investment planning
    • Lead the development of feasibility studies that evaluate regionalization, shared services and other programs for clients
    • Guide the formation or restructuring of municipal authorities and utilities, including governance and financial structures
    • Collaborate with HRGโ€™s technical staff to integrate data-driven and technology-enabled solutions for municipal and authority clients
    • Present findings and recommendations at municipal meetings, public forums and professional conferences
    • Participate in proposals, presentations and marketing efforts
Requirements:
  • Bachelor of Science Degree in Engineering, Finance, Business Administration, Accounting or related field
  • Minimum 5 years of experience in local government public finance or consulting engineering
  • Strong skills in financial analysis, budgeting, data analysis and capital planning
  • Knowledge of the Municipality Authorities Act as well as Commonwealth statues and enabling legislation governing the operation of various forms of local governments
  • Client-focused leader and team player possessing strong communication, strategic planning and organizational skills
  • Must be a self-starter, independent worker, team builder with strong interpersonal, communication and organizational skills
  • Effective communicator with strong writing, presentation and organizational skills
  • Proficient in Microsoft Office Suite to include Excel, Word, Power Point and Outlook
  • Valid US Driverโ€™s License is required
  • Requires travel in the daytime and evening to client meetings and travel to other HRG offices
  • Legal authorization to work in the U.S.
