Project Manager – Heavy Civil Construction

We are seeking an experienced Heavy Civil Project Manager to lead projects involving earthwork, underground utilities, water/wastewater systems, site development, and transportation infrastructure. This role is responsible for managing projects from preconstruction through completion while ensuring safety, schedule, quality, and financial performance.

What You Will Do


Project Leadership

  • Manage heavy civil construction projects from planning through closeout.
  • Oversee projects involving earthwork, excavation, grading, underground utilities, storm sewer, sanitary sewer, waterline installation, and roadway construction.
  • Lead project planning, scheduling, and execution in partnership with Superintendents and field teams.
  • Ensure projects are completed safely, on time, within budget, and in accordance with contract requirements.


Financial & Cost Management

  • Manage project budgets, cost tracking, and monthly profit projections.
  • Maintain accurate cost coding and cost books.
  • Identify cost risks early and implement corrective actions.
  • Prepare and submit monthly owner pay applications.


Subcontractor & Procurement Management

  • Develop scopes of work and manage subcontract agreements.
  • Procure major materials and subcontract services to support project schedules.
  • Review and approve subcontractor and vendor invoices.


Project Coordination

  • Partner closely with Superintendents to coordinate field and office operations.
  • Lead project meetings with owners, engineers, inspectors, and subcontractors.
  • Coordinate equipment, materials, and subcontractor activities to maintain project progress.


Change Management

  • Identify and price change order opportunities.
  • Prepare and negotiate change proposals with owners and engineers.
  • Manage project submittals and documentation to support schedule and compliance.


Client & Stakeholder Communication

  • Serve as the primary liaison with owners, municipalities, DOT representatives, engineers and inspectors. 
  • Maintain strong relationships with project stakeholders to support successful project delivery.


What You Bring

  • Bachelor’s degree in Civil Engineering, Construction Management, or related field preferred. 
  • 2+ years of experience in heavy civil construction project management. 
  • Strong knowledge of earthwork operations, underground utilities, and civil infrastructure construction.
  • Experience working with municipal, DOT, or public infrastructure projects preferred.
  • Ability to read and interpret construction drawings, specifications, and contracts. 
  • Strong leadership, communication, and problem-solving skills.
