Job description

Overview
Ramos CS, now a part of Colliers Engineering & Design, is actively hiring an Office Engineer to perform a wide variety of professional engineering and contract administration work in support of a transit capital program covering rail and bus construction scopes. The Office Engineer supports the Resident Engineer in the administration of the program's construction contracts and is responsible for the day-to-day management of project documentation, submittals, requests for information, change order development, progress payments, and project records in accordance with the applicable Construction Manual and all governing specifications. The Office Engineer assures appropriate measurement and payment, maintains the project's official record, and supports the Resident Engineer in proactively reviewing the contract documents to anticipate, identify, and prepare for any change orders needed to resolve conflicts and/or recommend improvements.
Responsibilities
  • Administers the project document control system, ensuring complete, accurate, and timely contract records pertaining to construction progress, job expenditures, budget programs, and work order balances in accordance with State and Federal regulations and laws.
  • Manages the submittal log; receives, logs, routes, reviews, and tracks contractor submittals through final disposition and coordinates discipline reviews with the Authority's design and engineering teams.
  • Manages the Request for Information (RFI) log; receives, logs, routes, tracks, and closes out RFIs with the appropriate responses from the Authority's design and engineering teams.
  • Prepares progress payment estimates by reconciling Inspector-documented field quantities with the contractor's pay application, verifying unit prices, retainage, stored materials, and approved change orders.
  • Supports the Resident Engineer in the preparation of contract change orders for making alterations, deviations, additions to, or deletions from the plans and specifications to ensure proper completion or construction of the contract.
  • Develops independent cost estimates and time impact analyses in support of change order negotiations; prepares and routes change order packages, supporting documentation, and approval forms.
  • Maintains the project's change order log, potential change order log, and contingency tracking; reports status to the Resident Engineer and Authority leadership.
  • Receives, logs, and tracks contractor notices of potential claim and assists the Resident Engineer in preparing draft claim reports for the Authority's Vendor/Contract Management when required.
  • Reviews CPM schedules, schedule updates, and narratives; supports the Resident Engineer in identifying schedule risks, float consumption, and potential delays.
  • Maintains accurate and complete project records, including correspondence, meeting minutes, daily diaries, photographs, and as-built documentation, and ensures compliance with departmental policies and procedures.
  • Compiles Inspector Daily Reports and field documentation into the official project record and supports the Resident Engineer in documenting the Contractor's activities.
  • Supports closeout activities, including punch list tracking, warranty documentation, lien releases, final quantities, final payment, and turnover of the project record set to the Authority.
  • Coordinates with transit operations, maintenance, signals, track, and systems disciplines to ensure construction activities and documentation are aligned to minimize impact on active service.
  • Confers with contractors regarding compliance with plans, quality of work, and construction activity as it relates to documentation, submittals, and payment.
  • Supports the Resident Engineer and Assistant Resident Engineer in the management of the project in such a manner as to maintain quality, schedule, and budget.
  • Ensures conformance with all Program contract documents.

Qualifications
  • Bachelor's degree in Civil Engineering or Construction Management.
  • Engineer-in-Training (EIT) certification or Certified Construction Manager (CCM) preferred; Professional Engineer (PE) license a plus.
  • Approximately 3+ years of experience in construction management, contract administration, or office engineering on transit, rail, or transportation projects.
  • Experience with construction management information systems (e.g., e-Builder, Unifier, ProjectWise, Procore) preferred.
  • Working knowledge of WSDOT Standard Specifications, APWA Standard Specifications, and Sound Transit Design Criteria Manual preferred.
  • Ability to read, write and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions.

Compensation: $115,000 to $145,000 per year (depending on qualifications)
