The Location:

Come experience "The Brushy Creek Life" in Round Rock, Texas, just minutes north of Austin. Brushy Creek Municipal Utility District enjoys the quiet rural aspects of small-town America while having proximity to cosmopolitan amenities.

The Organization:

Brushy Creek Municipal Utility District is home to 18,000+ residents. Formed initially as Williamson County Municipal Utility District No. 2 in 1977, BCMUD provides water and wastewater services, recreational activities, beautiful gardens, parks, and miles of trails through the Brushy Creek community. BCMUD operates four swimming pools, four tennis courts, and a disc golf course throughout the community.

At the heart of our District is the Brushy Creek Community Center. Our Community Center features two gyms, two racketball courts, weight room, rock wall, and recreational programming, including various fun activities, educational and fitness classes.

Brushy Creek employs approximately 190 seasonal, part-time, and full-time team members.

Construction Manager:

The Construction Manager is responsible for managing and inspecting the construction of assigned District projects for the maintenance and enhancement of parks, facilities, and public works infrastructure. Under the general direction of the District Engineer, this role oversees project management and inspections of projects during the construction phase, including inspecting the installations and coordinating schedules, scope and project costs with contractor to ensure projects are constructed in accordance with the plans' specification and contract documents. The Construction Manager provides construction oversight, technical support, and guidance to District team members on utilities, parks, and facility-related projects as needed.

Essential Functions:

  • Construction Process Management: Manages and oversees daily construction activities, sequencing and coordination of multiple assigned projects.
  • Construction Inspection: Performs regular field inspections of active construction to verify compliance with plans, technical specifications, and regulatory codes.
  • Contract Management and Vendor Relationships: Manages construction contracts, evaluates and processes contractor submittals, reviews and approves monthly pay applications, and negotiates change orders for approval by the Board of Directors or General Manager. Manages and monitors progress of contractors engaged to perform work on District projects.
  • Technical Review and Project Oversight: Reviews and ensures implementation of construction documents including plans, construction details and project specifications. When assigned, performs constructability review of design documents, including plans and specifications for Capital Improvement Projects. When necessary, make recommendations for revisions to project plans and specifications to improve constructability, financial impacts and project durations.
  • Regulatory Compliance: Ensures that District's Projects are constructed in accordance with issued regulatory approvals and permits, and move forward in full compliance with all applicable local, state, and federal regulations.
  • Industry Construction Standards: Maintains up-to-date knowledge of industry advancements in construction and assists in guiding the implementation of upgrades to District standards and specifications.
  • Safety: Maintain strict personal safety practices at all times when visiting or working on active construction sites.

Minimum Requirements:

  • A Bachelor's degree from an accredited college or university with major course work in civil engineering, construction management, or closely related field is preferred and highly desirable. However, equivalent experience, certification, licensure and/or education will be considered in lieu of a degree.
  • 5+ years of construction management, construction inspection, project management experience, or construction-related experience.
  • A valid Texas driver's license (or obtain one within a satisfactory time frame after hire in the case of out-of-state applicants).
  • Proficient in reviewing and comprehending engineering or design drawings, site plans, and infrastructure layouts.

Preferred Requirements:

  • 10+ years of experience in construction management and inspections in a municipal setting.
  • Advanced ability to:
    • Develop and deliver construction reports
    • Organize and plan for task completion
    • Adhere to workplace health, safety and security requirements, practices, and procedures
    • Develop and carry out specific, measurable, attainable, realistic, and time-bound performance goals aligned with the District's strategy.
