Job description

The ConneX Superintendent is responsible for the overall supervision, planning, design and coordination of the safe and efficient operation, administration, development and maintenance of the City of Wyandotte's municipal communications network. This includes a legacy Hybrid Fiber Coax (HFC) network, a Fiber-to-the Premise (FTTP) EPON network currently under construction, and associated Streaming/OTT Video and VoIP telecommunications systems.

The successful candidate will perform a broad range of administrative, managerial, and advanced technical duties to ensure the safe, reliable and efficient operation, maintenance, and expansion of ConneX services. Work is performed under the general supervision of the General Manager of the City of Wyandotte (MI) – Department of Municipal Services (WMS), or other higher‑level personnel as assigned. The employee is expected to organize and prioritize their own work and respond positively to changing assignments and operational needs.

Supervision shall be exercised over the Assistant Superintendent, Headend Supervisor, Maintenance Supervisor, Service and Installation Supervisor, Program Director, and various ConneX maintenance, service, installation, and dispatch personnel. The position also provides oversight of contractors, studio volunteers, and others as directed.

An employee in this position may be called upon to perform any or all of the following duties:

  • Provide administration over the Fiber, Streaming, and VoIP departments, including execution and oversight of affiliate contracts, resolutions, and directives.
  • Maintain records of retransmission consent requests and must‑carry elections; prepare and lead contract negotiations for local broadcast channels selecting retransmission carriage.
  • Prepare subscriber reports, digital pay‑per‑view reports, billing invoices, and other required financial and operational documentation.
  • Maintain current channel lineup materials and communicate programming and service changes to all customer‑facing personnel.
    Submit required forms and compliance filings to USF, NCTC, HITS, Great Lakes Data Service (GLDS), and other entities as required.
  • Maintain per‑network royalty fee charts with contract‑term projections and subscriber counts per service.
    Maintain all programming contracts and music copyright licenses; prepare and submit semi‑annual broadcast copyright reports and syndicated exclusivity requests.
  • Resolve customer complaints related to service issues and respond to customer inquiries received via telephone or email.
  • Make recommendations regarding the addition of new channels and services.
  • Report to the Wyandotte Municipal Services Commission on all ConneX service‑related issues.
  • Review and distribute technical and administrative information received from programming providers to ensure all requirements are met.
  • Approve department payroll; prepare annual standby schedules and weekly standby/overtime lists for hourly and salaried personnel.
  • Assist in the administration of the Union Agreement and participate in grievance procedures as required.
  • Prepare operating, maintenance, and capital budgets; assist with cost projections related to new or expanded services.
  • Purchase and manage ConneX inventory, materials, and equipment necessary for department operations.
  • Supervise and assist the ConneX programming department and studio volunteers.
  • Provide direction regarding local programming, community engagement, and interaction with local organizations, groups, and residents.
  • Oversee the production of promotional materials for Wyandotte Municipal Services and Wyandotte ConneX.
  • Coordinate with commercial insertion providers to insert locally produced advertising in compliance with network obligations.
  • Maintain channel crawls and promotional messaging to promote system services.
  • Hire personnel to fill departmental vacancies and oversee training and performance.
  • Manage and oversee execution of all contracts, resolutions, directives, correspondence, interdepartmental communications, and related administrative processes.
  • Provide direction and technical expertise for the launch of new services and implementation of technical upgrades.
  • Provide advanced technical expertise in the planning, design, installation, maintenance, testing, and repair of all ConneX electronic equipment and network infrastructure.
  • Ensure high‑quality audio, video, data, and telecommunications signals across the HFC/FTTP network.
  • Provide technical supervision, expertise, and training to subordinate employees related to system failures, testing, and troubleshooting.
  • Administer the planning, design, development, installation, maintenance, testing, and repair of overhead and underground HFC/FTTP infrastructure.
  • Administer all required FCC testing, including quarterly signal leakage ride‑outs, Proof of Performance testing, and other system maintenance programs.
  • Recommend improvements to work procedures, system standards, and safety practices.
  • Review, specify, and assist in writing system and equipment specifications.
  • Monitor and evaluate the work performance and standards of subordinate employees.
  • Prepare and enter budgets, project estimates, wiring diagrams, purchase requisitions, and accounts payable documentation.
  • Compile information regarding rates and services of competing providers and complete special projects as assigned by the General Manager or requested by public officials.
  • Interact professionally and collaboratively with the General Manager, Wyandotte Municipal Services Commissioners, and other Department Heads.
  • Be available for emergency response situations and participate in on‑call rotation.
Required Knowledge, Skills, and Abilities
  • Strong administrative and technical understanding of the Fiber, CATV, and Telecommunications industry.
  • Comprehensive knowledge of telecommunications operations and HFC/FTTP network systems.
  • Considerable experience with CATV/telecommunications tools, testing equipment, monitors, materials, procedures, and safety practices.
  • Ability to analyze system performance and correct operational weaknesses or failures.
  • Ability to communicate effectively in English, both verbally and in writing, and to prepare accurate records and reports.
  • Demonstrated tact and professionalism in dealing with the public.
  • Good mechanical aptitude and ability to safely use hand and power tools.
  • Ability to work effectively with employees, maintain positive management/employee relations, and demonstrate dependability and mental alertness.
Minimum Qualifications
  • Associate degree in Electronics Technology with a minimum of five (5) years of HFC/FTTP CATV/Telecommunications experience; or
  • Associate degree in Business Administration with a minimum of five (5) years of HFC/FTTP CATV/Telecommunications experience (preferred).
  • Three (3) to five (5) years of supervisory experience preferred.
  • A combination of advanced CATV technical training and five (5) years of HFC/FTTP CATV/Telecommunications supervisory and/or field experience may be substituted.
  • Firm understanding of electronic theory as applied to CATV and telecommunications systems, including maintenance procedures and safety practices.
  • Must possess and maintain a valid driver’s license.
  • Successful completion of a probationary period based on demonstrated skill, accuracy, and performance standards.
Safety Precautions
  • Ability to obtain and maintain CPR and First Aid certification.
  • Ability to wear required personal protective equipment, including hard hats, respirators, safety glasses, climbing belts, and harnesses.
  • Ability to comply with all applicable MIOSHA/OSHA safety rules and procedures, including work in confined spaces and around batteries and electronic equipment.
Physical Demands of the Position
  • Ability to work indoors and outdoors, including residential and commercial environments.
  • Must be mentally alert, creative, and possess good judgment, math skills, social skills, speaking ability, and initiative.
  • Ability to stand approximately 30% of the time, walk 40% of the time, and sit 30% of the time.
  • Ability to speak, hear (including evaluation of programming audio levels), see (including color vision), and perform tasks requiring manual dexterity.
