Job Description

The Financial Information Services Agency and the Office of Payroll Administration (FISA-OPA) has a vacancy for a Configuration Management Technician. This role is responsible for ensuring that all mainframe migrations are implemented in the appropriate environments and in accordance with agency procedures.
The primary systems supported are PMS and PPMS, the City's payroll and pension payroll applications. Using the ClearQuest change management software package as a guide for determining priorities, and the version control product ClearCase, it is the responsibility of the CM technician to identify potential discrepancies between what has been specified in the CQ document and the version control software in ClearCase.
Key responsibilities include:
Ensuring Application teams have thoroughly documented migration requests in ClearQuest to maintain audit compliance and process integrity; deploying mainframe software (IMS PSB/MFS, DB2, JCL,and COBOL programs) to various testing environments; performing post-production migrations to backfill test environments with the latest versions of code and related objects; coordinating complex migrations with Applications, Testing and DBA teams; providing the Technical Support team with all required migration components and detailed execution instructions, including GDGs and scheduling changes.
Additional duties include, assisting Systems teams with tool upgrades and granting Rational access to FISA staff; as well as participating in supporting Disaster Recovery tasks and documenting any issues that arise; providing secondary application support while maintaining primary responsibility for configuration management and mainframe migrations; assisting with production support activities by coordinating with application, operations, and technical support teams; supporting batch processing and file transfer workflows related to payroll and PeopleSoft-based systems as needed.
Preferred Qualifications:
- Excellent communication (oral and written), interpersonal, organizational, and analytical skills.
- Experience compiling, linking and binding COBOL programs.
- Experience with Rational ClearQuest and ClearCase.
- Experience using TSO/ISPF.
- Proficiency with JCL.
- Strong understanding of standard system development life cycle methodologies.
- Familiarity with MS-Word and Excel.
- Knowledge of DB2, IMS DB/DC.
- Experience with PeopleSoft is a plus.
- Experience with UNIX is a plus.
- Experience working in Configuration Management with mainframe or midrange computer.
